Book excerpt: This book examines the burning issues facing today's Navy and Congress. Although rapid progress in aircraft and bombing technology has caused some to question the viability of naval warfare, the role of the navy has actually grown. The Navy is able to move an astonishing amount of firepower to any corner of the globe and once there, project formidable threats or punishing misery on an opposing power. The navy has shown that it can adapt to a new world. The book also includes an important history of the US Navy. Download or read book Review of Submarine Escape Action Levels for Selected Chemicals written by National Research Council and published by National Academies Press. This book was released on 2002-02-04 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: On-board fires can occur on submarines after events such as collision or explosion. These fires expose crew members to toxic concentrations of combustion products such as ammonia, carbon monoxide, hydrogen chloride, and hydrogen sulfide. Exposure to these substances at high concentrations may cause toxic effects to the respiratory and central nervous system; leading possible to death. T protect crew members on disabled submarines, scientists at the U.S. Navy Health Research Center's Toxicology Detachment have proposed two exposure levels, called submarine escape action level (SEAL) 1 and SEAL 2, for each substance. SEAL 1 is the maximum concentration of a gas in a disabled submarine below which healthy submariners can be exposed for up to 10 days without encountering irreversible health effects while SEAL 2 the maximum concentration of a gas in below which healthy submariners can be exposed for up to 24 hours without experiencing irreversible health effects. SEAL 1 and SEAL 2 will not impair the functions of the respiratory system and central nervous system to the extent of impairing the ability of crew members in a disabled submarine to escape, be rescued, or perform specific tasks. Hoping to better protect the safety of submariners, the chief of the Bureau of Medicine and Surgery requested that the National Research Council (NRC) review the available toxicologic and epidemiologic data on eight gases that are likely to be produced in a disabled submarine and to evaluate independently the scientific validity of the Navy's proposed SEALs for those gases. The NRC assigned the task to the Committee on Toxicology's (COT's) Subcommittee on Submarine Escape Action Levels. The specific task of the subcommittee was to review the toxicologic, epidemiologic, and related data on ammonia, carbon monoxide, chlorine, hydrogen chloride, hydrogen cyanide, hydrogen sulfide, nitrogen dioxide, and sulfur dioxide in order to validate the Navy's proposed SEALs. The subcommittee also considered the implications of exposures at hyperbaric conditions and potential interactions between the eight gases. Review of Submarine Escape Action Levels for Selected Chemicals presents the subcommittee's findings after evaluation human data from experimental, occupational, and epidemiologic studies; data from accident reports; and experimental-animal data. The evaluations focused primarily on high-concentration inhalation exposure studies. The subcommittee's recommended SEALs are based solely on scientific data relevant to health effects. The report includes the recommendations for each gas as determined by the subcommittee as well as the Navy's original instructions for these substances.

Download or read book China s Future Nuclear Submarine Force written by Lyle J Goldstein and published by Naval Institute Press. This book was released on 2012-04-30 with total page 435 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the key concerns of naval strategists and planners today is the nature of the Chinese geostrategic challenge. Conceding that no one can know for certain China s intentions in terms of future conflict, the editors of this hot-topic book argue that the trajectory of Chinese nuclear propulsion for submarines may be one of the best single indicators of China s ambitions of global military power. Nuclear submarines, with their unparalleled survivability, remain ideal platforms for persistent operations in far-flung sea areas and offer an efficient means for China to project power. This collection of essays presents the latest thinking of leading experts on the emergence of a modern nuclear submarine fleet in China. Each contribution is packed with authoritative data and cogent analysis. The book has been compiled by four professors and analysts at the U.S. Naval War College who are co-founders of the college s recently established China Maritime Studies Institute. Given the opaque nature of China s undersea warfare development, readers will benefit from this penetrating investigation that considers the potential impact of even the most revolutionary changes in Chinese nuclear submarine capabilities. The editors believe that to ignore such possibilities would be the height of strategic folly and represent inexcusable negligence in terms of U.S. national defense. Anyone who is interested in the future of the U.S. Navy and the defense of the United States will find this book to be essential reading.
Download or read book Submarine Cables Protection and Regulations written by Utpal Kumar Raha and published by Springer Nature. This book was released on 2021-07-07 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book highlights the critical importance of laying, quick relinking, and protecting submarine cables with timely approval for carriers and cable repairing ships and how these are most challenging in many jurisdictions. It identifies that a dedicated national instrument on submarine cable as a way forward is yet to be appreciated by many States, and presently, there is no model legal framework for national instruments on submarine cables available. To bridge these gaps, the book undertakes a systematic inquiry and analysis of submarine cable regimes' and relevant authorities. It consults existing knowledge on international law on cables and analyzes specific principles and provisions on laying repair and maintenance of submarine cables and states’ obligations towards protecting cables from vulnerabilities. It touches upon cable regulation in the deep sea concerning the International Seabed Authority and proposed biodiversity agreement. It indicates suitable measures on cable laying, etc., and security risks in the marine space beyond the national jurisdictions. To map States’ response, it explores the domestic cable regimes, including both the selected jurisdictions and Australia and New Zealand, analyses specific legal provisions and institutional set-up, and demonstrates state practices, approaches, and loopholes in the governance of the cable system within national jurisdictions. The book suggests adopting the spatial ocean management approach, dedicated regulatory authority, a competent enforcement agency, strict liability with exemplary punishment on cable damage, and the cable system to strengthen the cable system's management. Finally, it arranges the fundamental premises of a common minimum framework for national instruments seeking coastal states’ deliberations in implementing initiatives towards a robust law and policy for reliability, resiliency, and security of the cable system. The cable industries, pipeline, fishing, shipping industries, academicians, government authorities, international bodies, and the maritime community worldwide are looking at the issues and challenges of submarine cable regimes, particularly national regimes and suggestive remedial measures. These stakeholders will find the book a useful reference.
