Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

Credible methods choice lies in the assumptions we make about the appropriateness and validity of selected methods and the validity of those assumptions. As evaluators make methodological decisions in various stages of the evaluation process, a number of validity questions arise. Yet unexamined assumptions are a risk to useful evaluation. The first edition of this book discussed the formulation of credible methodological arguments and methods of examining validity assumptions. However, previous publications suggest advantages and disadvantages of using various methods and when to use them. Instead, this book analyzes assumptions underlying actual methodological choices in evaluation studies and how these influence evaluation quality. This analysis is the basis of suggested tools. The second edition extends the review of methodological assumptions to the evaluation of humanitarian assistance. While evaluators of humanitarian action apply conventional research methods and standards, they have to adapt these methods to the challenges and constraints of crisis contexts. For example, the urgency and chaos of humanitarian emergencies makes it hard to obtain program documentation; objectives may be unclear, and early plans may quickly become outdated as the context changes or is clarified. The lack of up-to-date baseline data is not uncommon. Neither is staff turnover. Differences in perspective may intensify and undermine trust. The deviation from ideal circumstances challenges evaluation and calls for methodological innovation. And how do evaluators work with assumptions in non-ideal settings? What tools are most relevant and effective? Seychelles, like many small island developing states (SIDS), currently depends on imported energy, in the form of fossil fuels. The high dependence on fossil fuel imports means Seychelles is highly vulnerable to disruptions in global markets. The situation is exacerbated by a reliance on imported food, which accounts for about 70 percent of food consumption. To limit this dependence, it is aiming to increase its reliance on renewable energy to 15 percent by 2030, with a long-term ambition of using 100 percent renewable sources for electricity production. Sustainable bioenergy is one form of renewable energy that can be used to green a country’s energy mix. This Sustainable Bioenergy Assessment report for Seychelles looks at the potential for sustainable bioenergy within the country, considering the country context, conditions and delicate habitat. The report considers sustainable biomass sources from the agriculture, forestry and waste sectors. The assessment was conducted following the bioenergy and food security (BEFS) approach of FAO, and identifies a number of bioenergy pathways relevant for the country. Within the report, the different forms of biomass, their availability and viability are assessed. Livestock, crop and forestry residues, and the biodegradable portion of waste, otherwise destined for landfill, are among the sources of biomass considered. The use of these biomass types and amounts are then assessed from a technical and economic point of view, under different price scenarios, for the production of energy.

The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change.The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women.The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.
