Book excerpt: Of all the modern fuels available today, liquefied petroleum gas (LPG) is particularly well suited to domestic cooking and heating uses because of its clean-burning attributes and practical advantages over traditional biomass fuels as well as kerosene. LPG is more convenient in use and acquisition (e.g., no lengthy gathering or onerous bulk purchasing operations as with biomass), safer and cleaner. It has a high calorific value by volume and mass and uses high-efficiency end-use cooking apparatus. Households recognize these advantages and are usually prepared to pay a premium for LPG over other fuels if their incomes are high enough and LPG is available. Switching from traditional biomass fuels and coal to LPG can bring considerable health and environmental; benefits at the local, regional and global levels. Indoor air pollution, which affects mainly women and children, is greatly reduced. Switching to LPG can also reduce deforestation and free up supplies of dung for use as fertilizer and soil improver, enhancing agricultural productivity. The savings in time consumed gathering or acquiring bulk supplies of biomass fuels may allow householders to dedicate this time to pursue more productive activities, thus alleviating poverty. The following provides brief descriptions of the nature and characterization of LPG as well as a typical, generic supply and distribution chain for the product.

Book excerpt: Fiji, being remotely located with a small population, does not attract many players to its economy. Fewer players with large market shares coupled with high barriers to entry allow firms with substantial market power (“SMP”) to form. This research aims to explore the existence of SMP amongst selected markets and the adequacy of Fiji’s regulatory law, which is inspired by the US and EU competition regulation models. Based on the analysis of competition cases and in-depth interviews with members of the Fijian competition authority, the research examines how FCCC has dealt with the issues of testing SMP in relevant markets. Three industries were randomly selected as case studies. These were the telecommunications industry, shipping industry and the LPG industry. SMP was tested using a three-stage test. Stage One was choosing the relevant market and Stage Two was analysing the market conditions such as market shares of players and barriers to entry. Stage Three was analysing whether the player could maintain its price independently of its consumers and competitors. If Stages Two and Three was affirmative in respect of Stage One, SMP was held to exist. Legislation was closely examined to identify and verify the test of firms holding SMP. The results show existence of firms holding SMP in the chosen markets in telecommunications, shipping and LPG sectors. Competition legislation in Fiji does not limit the mere existence of SMP but punishes abuse of its SMP. The results identify the ways in which the authority seeks to adjust its competition system to the particularities of a small developing country, in terms of legislation, economy, culture and institutional framework. The existing legislation needs to be reformed to include provisions identifying tests for SMP. The study reveals inconsistencies between the formal provisions of the competition law and the manner in which it is applied and advances recommendations for improvement.

Book excerpt: The grave concern of governments for the negative impact on the world climate caused by the release into the atmosphere of CO2 resulting from human activity, and under human control, such as the burning and combustion of oil products from the refinery, of natural gas and coal (the fossil fuels) made it possible for the international community to agree to and establish a global climate agreement, viz. The Paris Agreement of 1915. In order to meet the objectives of this Agreement, governments will try (among other measures) to curb the consumption of fossil fuels. This will not be easy since, in particular in less advanced economies, fossil fuels are for the coming decades indispensable. In more advanced economies, there are alternatives available, but as long as a possible switching to nuclear fission energy meets with public opposition, even the more advanced economies will remain dependent on fossil fuels for the coming decades. In its deeply informed discussion of the involvement of industry and governments with the production and use of petroleum, the prodigious scope of the coverage encompasses the following and much more: technical and environmental aspects of the production of oil and natural gas; position and function of petroleum and natural gas in the economy; government policies and attitudes towards fossil fuels, particularly with respect to climate change; national and international regulation of onshore or offshore petroleum operations; how oil and natural gas markets work; old and new forms and manifestations of political risk; distinction between licence-based and contract-based petroleum legislation; production sharing agreements; and petroleum taxation.
