Environmental changes will jeopardize people's survival to an even greater extent in the future, and will hit the poor hardest. To meet these challenges, it will be essential to breathe new life into the partnership between industrialized and developing countries. It will be equally essential to combine poverty reduction with environmental protection in an integrated policy structure spanning all levels from local to global. In this report, the German Advisory Council on Global Change (WBGU) shows that global environmental policy is a prerequisite for global poverty reduction. WBGU analyses the relevant policy processes and delivers recommendations charting the way forward. 'With its interdisciplinary approach, providing a complex and systematic analysis of the poverty-environment nexus, WBGU's latest report breaks new ground. Indira Gandhi's old, convenient maxim was 'Poverty is the biggest polluter'. Put forward at the 1972 UN Conference on the Human Environment in Stockholm, it has been sorely misused ever since to override environmental precaution and prioritize economic development strategies instead. In particular, in an era of climate change, an integrated approach to water, energy and agriculture is imperative. Agriculture accounts for 70% of global water withdrawals, food production accounts for 30% of global energy use and a rising global population requires more of everything. As shown in this collection, scholars of resource development, governance and management are ‘nexus sensitive’, utilizing a sort of ‘nexus sensibility’ in their work as it focuses on the needs of people particularly, but not only, in the global South. Importantly, a nexus-approach presents academics and practitioners with a discursive space in which to shape policy through research, to deepen and improve understandings of the interconnections and impacts of particular types of resource use, and to critically reflect on actions taken in the name of the ‘nexus’.

Book excerpt: This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Book excerpt: While Fidel Castro maintained his longtime grip on Cuba, revolutionary scholars and policy analysts turned their attention from how Castro succeeded (and failed), to how Castro himself would be succeeded—by a new government. Among the many questions to be answered was how the new government would deal with the corruption that has become endemic in Cuba. Even though combating corruption cannot be the central aim of post-Castro policy, Sergio Díaz-Briquets and Jorge Pérez-López suggest that, without a strong plan to thwart it, corruption will undermine the new economy, erode support for the new government, and encourage organized crime. In short, unless measures are taken to stem corruption, the new Cuba could be as messy as the old Cuba. Fidel Castro did not bring corruption to Cuba; he merely institutionalized it. Official corruption has crippled Cuba since the colonial period, but Castro's state-run monopolies, cronyism, and lack of accountability have made Cuba one of the world's most corrupt states. The former communist countries in Eastern Europe were also extremely corrupt, and analyses of their transitional periods suggest that those who have taken measures to control corruption have had more successful transitions, regardless of whether the leadership tilted toward socialism or democracy. To that end, Díaz-Briquets and Pérez-López, both Cuban Americans, do not advocate any particular system for Cuba's next government, but instead prescribe uniquely Cuban policies to minimize corruption whatever direction the country takes after Castro. As their work makes clear, averting corruption may be the most critical obstacle in creating a healthy new Cuba.
