The pre-1990 WDPs, with population as the main driver of change, over-projected current water use by 20 to 130%. The post-1990 WDPs, with sophisticated modeling frameworks, show substantial underestimation under the ‘business-as-usual’ scenarios and are more downward biased under sustainable scenarios. Overall, the value of long-term country-level projections in global WDPs is inadequate for local water resource planning. To increase the accuracy and value of global WDPs, future WDPs should take into account the spatial variation and influence of rapidly changing key exogenous and endogenous drivers of water demand in different sectors across and within countries, and provide a sensitivity analysis of projections.

Book excerpt: Global economic and population growth are driving energy, land, and water use, and there are complex connections between the use of these resources and the world's climate and natural environment. A significant engineering challenge is to develop and deploy technologies that reduce human impact on the environment and make better use of resources while remaining robust in the face of unavoidable environmental change. Without significant changes in resource use patterns, projections indicate that fossil fuel use will continue to rise, more land will be converted for crops, and water stress will increase in many areas already subject to water shortages. Even in the absence of climate and environmental change, these trends would lead to stress on water resources and natural systems as well as temperature increases of 3°C to as much as 8°C depending on the region and climate sensitivity. Higher global temperatures would be associated with an overall increase in global precipitation (because a warmer climate speeds up the hydrological cycle, meaning more evaporation and more precipitation), but water runoff in many already water-stressed areas could be reduced, contributing to further water stress, with consequences for energy and food production. This short paper presents a review of several key aspects of current global development to quantitatively describe how economic development drives energy, land, and water use and how the use of these resources may affect climate and the availability of resources.

Book excerpt: A common perception of global resource scarcity holds that it is inevitably a catalyst for conflict among nations; yet, paradoxically, incidents of such scarcity underlie some of the most important examples of international cooperation. This volume examines the wider potential for the experience of scarcity to promote cooperation in international relations and diplomacy beyond the traditional bounds of the interests of competitive nation states. The interdisciplinary background of the book’s contributors shifts the focus of the analysis beyond narrow theoretical treatments of international relations and resource diplomacy to broader examinations of the practicalities of cooperation in the context of competition and scarcity. Combining the insights of a range of social scientists with those of experts in the natural and bio-sciences—many of whom work as ‘resource practitioners’ outside the context of universities—the book works through the tensions between ‘thinking/theory’ and ‘doing/practice’, which so often plague the process of social change. These encounters with scarcity draw attention away from the myopic focus on market forces and allocation, and encourage us to recognise more fully the social nature of the tensions and opportunities that are associated with our shared dependence on resources that are not readily accessible to all. The book brings together experts on theorising scarcity and those on the scarcity of specific resources. It begins with a theoretical reframing of both the contested concept of scarcity and the underlying dynamics of resource diplomacy. The authors then outline the current tensions around resource scarcity or degradation and examine existing progress towards cooperative international management of resources. These include food and water scarcity, mineral exploration and exploitation of the oceans.
