By reading the articles of this publication, carefully selected by a technical and scientific committee, you will understand why transnational management of properties in Africa has emerged as a means to provide a cross-cutting and sustainable response to contemporary issues related to heritage and beyond. You will also learn about the variety of challenges and opportunities related to the management of these sites and different best practices that have been implemented. I would also like to recall the important statement that is the Ngorongoro Declaration, adopted at the Arusha Conference in Tanzania in 2016, which stresses the importance of preserving African heritage as a driver for sustainable development. The Declaration considers African heritage as critically important in order to achieve regional socio-economic benefits, environmental protection, social cohesion and peace. It is also worthwhile to highlight that this work is in line with the objectives of the African Union's Agenda 2063: The Africa We Want, addressing the challenges of safeguarding UNESCO World Heritage in Africa in the context of the region's rapid development, and advocating for the incorporation of regional strategies in the pursuit of solutions, which will necessarily lead to an Africa with a strong cultural identity, a common heritage and shared values. In this regard, I would like to extend my sincere appreciation and thanks to all the participating site managers, experts, institutions and government representatives for their commitment and dedication to the protection of African heritage for future generations. Book excerpt: The Sustainable Development Goals (SDGs) adopted by the UN in 2015 have influenced the actions of international and intergovernmental organisations and governments around the world, and have dictated priorities for international aid spending. Culture, including heritage, is often presented as fundamental to addressing the SDGs: since 2010, the United Nations has adopted no fewer than five major policy recommendations that assert its importance as a driver and enabler of development. Yet, heritage is marginalized from the Sustainable Development Goals. Rethinking Heritage for Sustainable Development constitutes a substantial and original assessment of whether and how heritage has contributed to three key dimensions of sustainable development (namely poverty reduction, gender equality and environmental sustainability) within the context of its marginalisation from the Sustainable Development Goals and from previous international development agendas. Sophia Labadi adopts a novel, inclusive, large-scale and systematic approach, providing the first comprehensive history of the international approaches on culture (including heritage) for development, from 1970 to the present day. This book is also the first to assess the negative and positive impacts of all the international projects implemented in sub-Saharan Africa by a consortium of UN organisations that aimed to provide evidence for the contribution of heritage for development in time for the negotiation of the SDGs. The book’s conclusions provide recommendations for rethinking heritage for development, while reflecting on the major shortcomings of the selected projects.

Représentant 2% des échanges mondiaux, l'Afrique sous ajustement structurel a adopté le libéralisme et ses Etats achèvent le processus de privatisation des entreprises publiques. Mais, qu'il s'agisse de la représentation spatiale, de la gestion foncière , de l'agriculture, de la justice, de l'éducation ou de la gouvernance, la Culture africaine concilie difficilement ses traditions avec la modernité. Si la création, la promotion et la gestion des ressources naturelles et humaines ne sont guère satisfaisantes en Afrique, c'est parce que le processus du développement est mis à mal par des obstacles exogènes et endogènes. En revanche, l'inventivité des populations, seul gage de leur survie, attend un soutien international à la mesure du défi de la renaissance africaine en élaboration. Mais l'Occident ne saisit pas assez que dans un monde sans frontière, la solidarité est l'intérêt bien partagé car, si l'Afrique continue à endurer d'aussi lamentables privatisations, il ne sera guère en sécurité dans son opulence.
