Expansion fell back by more than expected in the industrial world, and world trade increased only modestly. Macroeconomic policies in industrial countries are likely to be directed toward the medium-term objective of maintaining financial stability, while reducing the claims of governments on economic resources. Macroeconomic policies in developing countries reflect the considerable diversity of circumstances of the countries included in this group.

Despite the stimulus from lower interest rates and lower oil prices, the pace of activity in the industrial countries slowed. This contributed to continuing sluggishness in the growth of world trade and a further weakening of primary commodity prices. Falling export earnings in developing countries worsened the outlook for the restoration of generalized creditworthiness and for the resumption of a satisfactory growth performance.

Book excerpt: Global activity has broadly strengthened and is expected to improve further in 2014–15, according to the April 2014 WEO, with much of the impetus for growth coming from advanced economies. Although downside risks have diminished overall, lower-than-expected inflation poses risks for advanced economies, there is increased financial volatility in emerging market economies, and increases in the cost of capital will likely dampen investment and weigh on growth. Advanced economy policymakers need to avoid a premature withdrawal of monetary accommodation. Emerging market economy policymakers must adopt measures to changing fundamentals, facilitate external adjustment, further monetary policy tightening, and carry out structural reforms. The report includes a chapter that analyzes the causes of worldwide decreases in real interest rates since the 1980s and concludes that global rates can be expected to rise in the medium term, but only moderately. Another chapter examines factors behind the fluctuations in emerging market economies’ growth and concludes that strong growth in China played a key role in buffering the effects of the global financial crisis in these economies.

Attention is focused on the major nonfuel primary commodities traded in international markets. Movements in the overall price index and in price indices for the major groups of commodities have been mirrored by an inverse movement in stocks of commodities. Beginning-of-year stocks of all nonfuel commodities—measured in terms of months of consumption—increased during the first half of the 1980s and peaked in 1986. Movements in primary commodity prices convey important information in several ways: they signal changes in the major source of export earnings for most developing countries; they indicate changes in a significant component of the cost of producing many manufactured goods; and they may be a helpful leading indicator of changes in inflation in industrial countries. The negotiating groups established for the Uruguay Round met on a number of occasions throughout the year to discuss a wide range of issues.

Book excerpt: This paper emphasizes on the policy reaction of the agencies and their authorities to countries in various stages of debt-servicing difficulties. Export credit agencies have, over the past few years, been adopting a progressively more open stance. This is true with respect to short-term cover generally and, with respect to medium-term cover, for countries that have rescheduled their debts but are implementing adjustment programs and adhering to Paris Club agreements. Despite the more open stance, the volume of new medium-term credit and cover commitments to developing countries appears to have fallen off sharply over the past two years. Although for some debtors the operative constraint is clearly on the supply of new credits and cover, this is not the general case and, indeed, agencies reported net repayments from some countries for which they were wide open for new business. A number of agencies also considered that a factor behind the decline in both investment and export credits to support that investment could be the terms on which such credits are available.
