Book excerpt: This book begins by tracing the sea-change in British politics from the 1970s to the end of the twentieth century. The dominance of market ideology, the decline of social democracy and the 'marketization' of public policy are related to a widespread acceptance of globalization. Contemporary global capitalism is analyzed, not least as to its likely effect on countries such as Britain. New Labour's 'Third Way' is portrayed as reinforcing the apparent inevitability of globalization. In this environment, political and economic alternatives tend to be dismissed fatalistically. Politics is no longer about real choice. The second part of the book, as well as sketching an economic alternative, investigates how political theory and ethical concepts can help us today to re-establish the search for human freedom and a 'balanced' society. Such a vision can appeal to conservatives, liberals and socialists alike. It argues that a political coalition to further such ends is conceivable, if very difficult to organise or maintain. Finally, the 'postmodern' stance of eschewing ethical and political progress is criticized.

He called Britain a 'society of fine distinctions' which as well as economic inequalities between the occupational layers are responsible for the deep class segregation most of Britain's population are still aware of. Andrew Adonis and Stephen Pollard take the view that, even though classes themselves have changed and social mobility is extending, the British class system separates people to the same extent as it did half a century ago. What does this class system look like? The simplest but still applicable model divides Britain into three broad classes - the working, the middle and the upper class each of which can be determined by the occupational positions of its representatives, their education, status, housing, manners and even by the language they speak. Dahrendorf compared it with a layer cake - the dough at the bottom, the chocolate on top and in between a relatively broad jam layer - and stresses the clear dividing lines which separate them and which are characteristic for Britain's society. Who do the upper classes consist of today and to which degree does the old upper class, i.e. the aristocracy, form the chocolate icing of Dahrendorf's cake? How has its position in the society, its influence and its relevance changed? While putting much of the current arrangements for apprenticeships onto a statutory basis, the draft Bill provides greater flexibility to allow employers to design and bring forward for approval their own apprenticeship frameworks. The extent of this flexibility was not clear as a key document, the specification of apprenticeship standards, which will determine the core components of frameworks was not published with the draft Bill. Nor did the Government set out in detail how the National Apprenticeship Service would be resourced or organised, or how the legislation would apply in Wales. These as key omissions impeded the scrutiny process. With this in mind it was concluded that in general the legislation is justified because it has the potential to strengthen the structure for apprenticeshipsin England. However there was a major concern of volume at the expense of quality.The Government must ensure that the draft Bill is re-written to promote, monitor and report on the quality of apprenticeships. Without provisions underpinning quality, the legislation risks the devaluation of apprenticeships, and employers, parents and young people as well as adults will cease to see apprenticeships as a progressive route through to a future career.

It shows how the changing shape of the class structure since 1945 has led political parties to change, which has both reduced class voting and increased class non-voting. This argument is developed in three stages. The first is to show that there has been enormous social continuity in class divisions. The authors demonstrate this using extensive evidence on class and educational inequality, perceptions of inequality, identity and awareness, and political attitudes over more than fifty years. The second stage is to show that there has been enormous political change in response to changing class sizes. Party policies, politicians' rhetoric, and the social composition of political elites have radically altered. Parties offer similar policies, appeal less to specific classes, and are populated by people from more similar backgrounds. Simultaneously the mass media have stopped talking about the politics of class. The third stage is to show that these political changes have had three major consequences. First, as Labour and the Conservatives became more similar, class differences in party preferences disappeared. Second, new parties, most notably UKIP, have taken working class voters from the mainstream parties. Third, and most importantly, the lack of choice offered by the mainstream parties has led to a huge increase in class-based abstention from voting. Working class people have become much less likely to vote. In that sense, Britain appears to have followed the US down a path of working class political exclusion, ultimately undermining the representativeness of our democracy. They conclude with a discussion of the Brexit referendum and the role that working class alienation played in its historic outcome.
