Book excerpt: This study explores different interpretations of the shaping of international radio "news," using the Voice of America (VOA), All India Radio (AIR), and the British Broadcasting Corporation (BBC) in a comparative case-study. While considering gatekeeping, agenda-setting, and objectivity, the study examines the question: In what ways does the national affiliation of three independent broadcasting systems manifest itself in shaping international radio news? All international broadcasting organizations have distinct functions and distinct visions what "news" is. These distinct visions shape the broadcasting of that "news." This paper assumes that understanding different interpretations or visions of "news" helps one understand the influences which create different portrayals of "news." Most international stations serve primarily as the governmental voices of nations, reflecting the social, political, and cultural values of their respective countries. Such stations provide listeners with a view of culture and politics in their countries through their programming. News broadcasts, being a vital part of this programming, help define images of the world and construct a worldview for a listener. Eventually, such images contribute to matters of "bias" and mold global perceptions, giving new life to the enduring issue of objectivity in news. Two primary factors (editor types) emerged from the factor analytic solution. Comprised almost entirely of BBC-VOA editors and cast in the mold of Western democracy, Type 1 factor pays great credence to "objectivity." the second factor (Type 2), a near-exclusivity of AIR editors, respects the standard of "objectivity" but tempers it with an acknowledgment that there will be an influence from national policy. A third, weaker factor (Type 3), comprising VOA and BBC editors, appears to express cultural-imperialism cynicism.
