The CEO develops procedures to conduct environmental evaluations based on NEPA, Council on Environmental Quality (CEQ) regulations, and DOE guidance. This procedure includes preparation or support of environmental checklists, categorical exclusion determinations, environmental assessment determinations, environmental assessments, and environmental impact statements. In addition, the CEO uses this information to train personnel conducting environmental evaluations at the INEL. Streamlining these procedures fosters efficient use of resources, quality documents, and better decisions on proposed actions.

Book excerpt: While United States conservation efforts began more than one hundred years ago, the National Environmental Policy Act (NEPA) was the first law to focus environmental concerns within a comprehensive national policy. NEPA's call for "productive harmony" between "man and nature" presaged today's interest in "sustainable development." On the occasion of the 25th anniversary of the act, the Council on Environmental Quality (CEQ) initiated a NEPA Effectiveness Study to examine NEPA's effectiveness and prospects for improvements to the NEPA process. CEQ included in the Study organizations and individuals who are knowledgeable and experienced in the application of NEPA, both those who support NEPA, and those who are critical. The findings of this Study can be summarized as follows:The Study participants felt that NEPA's most enduring legacy is as a framework for collaboration between federal agencies and those who will bear the environmental, social, and economic impacts of agency decisions. However, Study participants also stated that frequently NEPA takes too long and costs too much, agencies make decisions before hearing from the public, documents are too long and technical for many people to use, and training for agency officials at times is inadequate.The participants in the NEPA Effectiveness Study identified five elements of the NEPA process that are critical to its effective and efficient implementation.
