In order to maintain optimum serviceability, it is increasingly important that utilities gain a better understanding of the current condition and performance of these buried assets. Regular inspection and condition assessment of pipelines can greatly assist utilities with developing robust and cost-effective operational maintenance programs, which will optimize capital expenditure whilst minimizing risk. The aim of the project was to conduct a state-of-the-art literature review of non-interruptive condition assessment inspection devices for large diameter transmission mains (greater than 12 inches). In addition, an expert panel workshop was to be held to review business needs and drivers, the performance of existing technologies, and future underground asset condition assessment research needs. Book excerpt: The interruption of water supply service during inspection of large-diameter transmission mains can have undesirable impacts on drinking water utilities and their customers. Likewise, the failure of a large transmission main can disrupt the supply of water to a large portion of a community, causing significant inconvenience and damage. Therefore, regular inspection of mains can assist utilities with preventative maintenance and minimize risks. Typically, utilities conduct condition assessment of buried pipes to determine a pipeline & rsquo;s serviceability and to consider if a new main or rehabilitation are needed. In the past, many condition-assessment methods involved the excavation and removal of pipe sections. Nondestructive evaluation techniques were rarely used or thought of as viable options. In addition, utilities were unable to use existing condition-assessment technologies for lines in service due to constraints and limitations, such as water levels in the mains. New technologies appear to offer some hope for an effective and affordable solution; however, details of these technologies may not be widely known. Consequently, the industry needs further evaluation of condition-assessment technologies that are capable of being used while maintaining service to the main.

Book excerpt: Protecting and maintaining water distributions systems is crucial to ensuring high quality drinking water. Distribution systems-consisting of pipes, pumps, valves, storage tanks, reservoirs, meters, fittings, and other hydraulic appurtenances-carry drinking water from a centralized treatment plant or well supplies to consumers' taps. Spanning almost 1 million miles in the United States, distribution systems represent the vast majority of physical infrastructure for water supplies, and thus constitute the primary management challenge from both an operational and public health standpoint. Recent data on waterborne disease outbreaks suggest that distribution systems remain a source of contamination that has yet to be fully addressed. This report evaluates approaches for risk characterization and recent data, and it identifies a variety of strategies that could be considered to reduce the risks posed by water-quality deteriorating events in distribution systems. Particular attention is given to backflow events via cross connections, the potential for contamination of the distribution system during construction and repair activities, maintenance of storage facilities, and the role of premise plumbing in public health risk. The report also identifies advances in detection, monitoring and modeling, analytical methods, and research and development opportunities that will enable the water supply industry to further reduce risks associated with drinking water distribution systems.

Book excerpt: Most Ministry of Defence projects funded by PFI deals are delivered satisfactorily, on time and on budget. In six of the eight projects examined by the NAO, the Department has generally achieved value for money through effective allocation and management of risks. Failures to identify and manage risks reduced the value for money achieved from the other two projects reviewed by the NAO. Most MOD PFI projects are now providing important support to military and civilian staff. They cover a portfolio of more than 50 projects delivering a broad range of services such as equipment, buildings, training and communications. The Department has developed commercial disciplines for scrutinising the value for money of its PFI procurements and has extended these into other projects. While the MOD allocates and manages many of the project risks effectively, it does not always have the robust data necessary to understand the risks it is asking the private sector to bear. In at least seven projects, the decision to use PFI has been reversed. Overall, the PFI projects surveyed took an average of 37 months to procure compared with the PFI average across government of 34 months. And larger PFI projects with a capital value over £50 million took the MOD an average of 45 months to procure. This longer procurement time reflects the complexity and special requirements of the Department's projects, but there is scope for the Department to improve the speed at which it closes larger deals. It is seeking to do so through improvements to the oversight of its capital procurements. The NAO also highlight the risk that contractors may incorrectly report performance which would otherwise lead to payment deductions.
