They included a 37 slide briefing entitled "An Organic Design for Command and Control," a 58-slide briefing entitled "The Strategic Game of ? and ?," a 27-slide briefing entitled "The Conceptual Spiral," and one of the few essays he ever wrote called "Destruction and Creation." The larger "Discourse" ends with his summation entitled "Revelation." To this is added a four slide brief on "The Essence of Winning and Losing" produced on 28 June 1995. After returning from duty as a combat fighter pilot in World War II, this Belgian immigrant developed a multitalented and innovative aerospace career path that addressed many of the aerospace professions. Along the way he forged a career in the aviation and space field that resulted in his participating in several of the most momentous aerospace achievements of the past century. He also expanded his education through hard work to a level at which he was qualified to teach graduate-level aerospace engineering courses. It is interesting to follow how the analysis and design techniques of aerospace vehicles progressed over the years, which incidentally reveals the large role that the computer played in making that possible. The story on the early Cape Canaveral operations was amusing and showed that enterprising innovations played a large role in a successful undertaking. Some of the projects described were a surprise, as I had never heard of them, like reading how a pencil-shaped missile was built that could fly and maneuver over an intercontinental distance at a high hypersonic velocity. He also described how American engineers and scientists fought the Cold War battle for technological supremacy on their desks and in their laboratories. The initiatives by which this enterprising engineer develops his technical approach to a project are very informative and offer the reader an insight into the workings of successful operations. He achieves an interesting behind-the-scenes look at how aerospace history is made by weaving in the historical significance of these projects as they are developed. As a former aeronautical engineer at the rapidly growing Mc- Donnell Aircraft Corporation, Bob gives us an interesting exposure to the importance of top management's relationship with the workforce in a successful company. "Mr. Mac" made it a point to make all his employees team members by frequent communication and friendly association.

Communication of those new discoveries is occurring faster than ever, meaning that the unique ownership of a piece of new technology is no longer a sufficient position, if not impossible. In today’s world, recognition of the potential applications of a technology and a sense of purpose in exploiting it are far more important than simply having access to it. Technological surprise has and will continue to take many forms. A plethora of new technologies are under development for peaceful means but may have un- tended security consequences and will certainly require innovative counterme- ures. A relevant example is the tremendous development in biotechnology that has occurred since the advent of recombinant DNA and tissue culture-based processes in the 1970s. If US government agencies and the defense and academic commu- ties had more clearly recognized the potential for biotechnology to affect fun- mental security and warfighting doctrines 20 years ago, the situation today could be very different. Defense against chemical and biological weapons – from both states and nonstate actors – currently presents a threat that is difficult to predict and for which traditional solutions are increasingly less effective. Nanotechnology has emerged as a well-funded discipline that, like biote- nology, carries the potential for groundbreaking applications and the potential for unpredictable harm. The world is likely 20 years away from the full impact of the nanotechnology on defensive capabilities.

It is an engineering science with close links to supersonics and engine design. Within this field, many of the most important results have been experimental. The principal facilities have been wind tunnels and related devices, which have produced flows with speeds up to orbital velocity. Why is this important? Hypersonics has had two major applications. The first has been to provide thermal protection during atmospheric reentry. Success in this enterprise has supported ballistic-missile nose cones, has returned strategic reconnaissance photos from orbit and astronauts from the Moon, and has even dropped an instrument package into the atmosphere of Jupiter. The second application has involved high-speed propulsion and has sought to develop the scramjet as an advanced airbreathing ramjet. Atmospheric entry today is fully mature as an engineering discipline, but work with its applications continues to reach for new achievements. Studies of scramjets still seek full success, in which such engines can accelerate a vehicle without the use of rockets. Hence, there is much to do in this area as well.
