Book excerpt: In this book, the ERECO-PGV[1] network wishes to make an overview of the cooperation implemented by and in the European Union and to describe the concrete forms they have taken. The issue is to analyze the internal European cooperation between economic actors, politicians, and EU citizens at different levels, but also to focus attention on the external cooperation (neighborhood policies, external policies, and collaborations with international institutions: NATO, OECD, WTO, etc.). Carrying uncompromising attention on this issue means rethinking the European project in light of today's challenges. From the very beginning, the EU was based on and called for forms of multinational cooperation, bilateral (internal and external) at different levels, involving economic actors, public actors, local authorities, and civil society. The frameworks for this cooperation as well as for the successive enlargements of the EU were drawn up in the context of European negotiations, in particular during discussions on the European Treaties. European values, standards, and rules are embodied in the texts of agreements, resolutions, and European directives and Treaties signed by all member countries. They establish the functioning of European institutions and the framework of democratic life in Europe. The emergence of current crises (Brexit, COVID-19, migration crisis, non-respect of rule of law rules, refusal of certain member countries to apply the European Charter of Human Rights, etc.) is questioning the project of the European Union and introduced the challenges which should be overcome by the proposal of the new project able to face the internal complexity of the Union and to answer to the pressure of a conflicting international context. What remains of the European ideal affirmed in the treaties of 1957, 1992, and 2007? How to "re-enchant" the common project? Yet, the European Union remains attractive to new candidate countries. How do they read the integration conditions into the EU with regard to their own projects?

Book excerpt: Rosmarie Erben The International Conference on "Health Promotion in the Working World" was organized by the Federal Centre for Health Education, Col ogne, in collaboration with the Regional Office for Europe of the World Health Organization, Copenhagen. It was held 7-9 October 1985 in Col ogne, in the Federal Republic of Germany, and brought together 65 partici pants from 12 European countries and Canada. The major role of the working world with regard to the development, maintenance and modification of both individual and collective health-con ducive lifestyles is gaining increasing attention. In addition to the physical and biochemical risks which are the traditional concern of preventive health care, the manifold effects of stress at work and of psychosocial variables have now become the focus of interest. This shift was stimulated by the findings of socioepidemiological research on the relationship between health and lifestyles. The promotion of health at the workplace, including health-conducive lifestyles, is now seen as a necessary complement to measures aimed at reducing or eliminating occupational risks as well as risk behaviour.

What can be done not only to see that health is preserved but that it can even be improved? With the help of the idea of salutogenesis, this strategy can be developed into an approach of its own which clearly differs from both curative and preventive health work.

Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman’s concepts of ‘Exit’ and ‘Voice’, the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic ‘exit’ behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.
