The Agency has carried out several important projects to improve occupational safety and health in SMEs, including special funding schemes of good safety and health practice in SMEs initiated by the European Parliament and the European Commission. As part of these efforts the Agency has also made a study of practical examples of successful occupational safety and health assistance services to SMEs.

Book excerpt: This executive summary presents the findings from a research project investigating the policies, strategies, methods and tools used by intermediaries, authorities and occupational safety and health (OSH) institutions to reach out to and support micro and small enterprises (MSEs) in managing OSH, constituting part of the wider Safe Small and Micro Enterprises (SESAME) project. As found in the previous phases of the SESAME project, the institutional, socio-economic and regulatory context is found to have a strong impact on OSH in MSEs. Many MSEs face severe contextual challenges, such as competitive pressure, price competition and increasing fragmentation of production, although there is a huge variation among MSEs with regard to these factors. In addition, many MSEs often find themselves under pressure stemming from their weak position in the supply chain. These pressures translate into a vulnerable business model for many MSEs, with limited decision latitude and few economic and managerial resources that could be devoted to issues other than the survival of the business. Often these business vulnerabilities also put the workers in vulnerable positions, with non-standard employment, low levels of workplace training and precarious working conditions. The contextual factors, combined with few resources being devoted to topics such as OSH in MSEs, results in a large proportion of MSEs having a reactive approach to OSH, where they only rarely engage in proactive OSH initiatives and mainly react to incidents such as inspections, accidents or near accidents, or demands from employees or customers. Those external calls for action may lead to preventive actions to improve selected OSH factors, although they tend to focus mainly on safety and rarely on health issues. MSEs are often businesses struggling to survive, with little interest in OSH and often not reached by the more general OSH policies or by intermediaries. Even the more avid MSEs seem, in general, to be hard to reach, especially with general OSH information.

It is considered that Europe’s competitiveness and economic progress is strong dependent on its small and medium-sized enterprises, which are the key-source for job creating as well as for searching for new business ideas and innovative solutions, its main driver for entrepreneurship. For this reason, the European Council endorsed the “think small first” principle as one way to progress towards the Lisbon objectives. The idea of the small business has captured the imagination of the public and politicians over past years. They agree in the point that to meet the challenge of new integrated Europe requires a better business environment within the Internal Market, including the lightest possible administrative and regulatory burdens for small businesses and a better access to finance resources as well as creating of simple and effective legislation. It also requires a revolution in attitudes to entrepreneurship and to risk-taking processes, which will allow viewing failure as a part of experience, as an “opportunity to learn” from mistakes. They also emphasise the fact that small enterprises are normally more sensitive to changes in the business environment than large firms. They are the first to suffer if weighed down with excessive bureaucracy and creating new administrative burdens. And they are the first to flourish from initiatives such as decrease in taxation rate and promotion. My essay aims to answer the question to what extent the EU’s main market integration initiatives address the needs of SME’s and what should be done on the way to developing strong, competitive SMEs which would use all benefits from the Single European Market. It is important to define what we mean by SMEs before proceeding to answer these questions. For the purpose of this essay, SMEs are defined as non-subsidiary, independent firms, which employ less than 250 employees. We have to take into account the fact that this number may vary across national statistical systems. [...]
