Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The economies of the six Gulf Cooperation Council (GCC) countries are heavily reliant on oil. Greater economic diversification would reduce their exposure to volatility and uncertainty in the global oil market, help create jobs in the private sector, increase productivity and sustainable growth, and help create the non-oil economy that will be needed in the future when oil revenues start to dwindle. The GCC countries have followed many of the standard policies that are usually thought to promote more diversified economies, including reforms to improve the business climate, the development of domestic infrastructure, financial deepening, and improvements in education. Nevertheless, success to date has been limited. This paper argues that increased diversification will require realigning incentives for firms and workers in the economies—fixing these incentives is the “missing link” in the GCC countries’ diversification strategies. At present, producing non-tradables is less risky and more profitable for firms as they can benefit from the easy availability of low-wage foreign labor and the rapid growth in government spending, while the continued availability of high-paying and secure public sector jobs discourages nationals from pursuing entrepreneurship and private sector employment. Measures to begin to address these incentive issues could include limiting and reorienting government spending, strengthening private sector competition, providing guarantees and financial support for those firms engaged in export activity, and implementing labor market reforms to make nationals more competitive for private sector employment.

Book excerpt: The term ‘wasta stems from the Arabic root for ‘middle’ or ‘medium’ and describes the phenomenon of using ‘connections’ to find job, government services or other favors to circumvent bureaucracy or bypass the system as a whole. The effects of ‘wasta’ may be both positive or negative, and is not a phenomenon that is particular to the Arab or Muslim world, but also to many other cultures and regions of the world, with similar concepts popularly known as ubuntu, guanxi, harambee, naoberschop, or “old boy network” used in African, Chinese and European societies. By its very nature ‘wasta’ is an area of grey or even black information, and, like corruption to which it is most often associated, is hard to assess although country corruption perception indexes attempt to provide a quantifiable basis. In the final analysis such ratings are based on perceptions of corruption, and this perception may vary strongly depending on different societal structures and cultural modes, whether these are extended family systems, tribal, clans or more atomized societies where relationships are essentially transactional and rule based. In a western perspective where ‘wasta’ may be considered as a form of corruption, in other societies it may be perceived as something ‘natural’ and not criminal, and using one's ‘wasta’ in tribal societies to help clan members is seen as a duty. The difference stems from the 'innocent ' use of ‘wasta’ to make introductions, as opposed to its abuse in placing unqualified persons in positions .The volume brings together academics and professional experts to examine a range of multi-faceted social, economic and political issues raised by the use and abuse of social networking, covering various topics like: ‘wasta’ interpersonal connections in family and business ties, The relationship between inequality-adjusted human development and corruption perception indexes in the Gulf region, ‘wasta’ and business networking, assessing the economic cost of ‘wasta’, ‘wasta’ and its impact on quality oriented education reform and the perceptions of young people, The use of ‘wasta’ to overcome socio-cultural barriers for women and men The volume also offers insights into social relations and ethics, and how the use of ‘wasta’ contradicts with common held religious principles, along with some country studies on Islamic principles and the use of ‘wasta’. Book excerpt: This book examines the recent migration phenomenon in the Arab Gulf states for work and residence. It sheds light on the transnationality of diverse groups of migrants from different generations, and unpacks how migrants’ multiple senses of belonging, orientations and adaptive strategies have shaped contemporary migration in the Gulf region. In turn, the analysis presented here shows how the Arab Gulf states’ citizenship and educational policies affect second-generation migrants in particular. Through a series of fine-grained ethnographic case studies, the authors demonstrate the ways in which these second-generation migrants construct their identities in relation to their putative ‘home’ country in the Gulf as well as their complex relationship to their parents’ countries of origin. This is what underpins the deeply transnational character of their lives, choices and notions of belonging. While migration scholars often situate these groups as ‘temporary’, this does not in fact capture the reality of temporariness for the migrants themselves, their children or their dependants. The result is a complex and ongoing construction of identity that shapes the way of life for millions of migrants. Relevant to scholars of migration and international studies, particularly focused on the Middle East, Transnational Generations in the Arab Gulf States and Beyond is also of interest to social scientists researching student mobility in higher education, intergenerational families, identity politics and globalisation.

These countries enjoy substantial incomes and therefore spend generously on education, resulting in impressive levels of educational penetration among their populations within only a few decades, and have also achieved admirable levels of gender equality across the various stages of the education system. Yet returns on investment in education in the GCC countries are low. The proposed solution has been to re-create the experiences of other countries in developing their education systems and to encourage foreign universities and institutions to become established in the region—measures which have thus far proven inadequate in addressing the GCC’s educational deficiencies. To discuss the relationship between education and the labor market in the Arabian Gulf, the Emirates Center for Strategic Studies and Research (ECSSR) convened its 15th Annual Conference under the title Education and the Requirements of the GCC Labor Market on February 1–3, 2010 in Abu Dhabi, UAE, hosting a group of distinguished experts from various academic and professional backgrounds. This book comprises a collection of the papers presented at the conference, and as such provides a scholarly examination of the scale of the current dilemma; methods with which to monitor its indicators—such as population growth rates, the spread of education, foreign labor force concerns, and unemployment; variables of education–labor market dynamics in an international context; and case studies of the relationship between education and the labor market in selected GCC countries, including a review of the various related strategies and policies adopted by these countries—particularly those concerned with labor force nationalization and encouraging greater integration of citizens into the private sector.

Book excerpt: Political and scientific debates on migration policies have mostly focused on governments' efforts to control or reduce low-skilled, asylum, and irregular migration or to encourage the return migration of these categories. Less research and constructive discourse has been conducted on the role and effectiveness of policies to attract or retain high-skilled workers. An improved understanding of the drivers and dynamics of high-skilled migration is essential for effective policy-making, as most highly developed and emerging economies experience growing shortages of high-skilled labour supply in certain occupations and sectors, and skilled immigration is often viewed as one way of addressing these. Simplistic assumptions that high-skilled migrants are primarily in pursuit of higher wages raise the expectation that policies which open channels for high-skilled immigration are generally successful. Although many countries have introduced policies aimed at attracting and facilitating the recruitment of high-skilled workers, not all recruitment efforts have had the desired effects, and anecdotal evidence on the effectiveness of these programmes is rather mixed. The reason is that the rather narrow focus on migration policy coincides with a lack of systematic and rigorous consideration of other economic, social, and political drivers of migration, which may be equally - or sometimes even more - important than migration policies per se. A better understanding of migration policies, their making, consequences and limitations, requires a systematic knowledge of the broader economic, social and political structures and their interaction in both origin and destination countries. This book enhances this vibrant field of social scientific enquiry by providing a systematic, multidisciplinary, and global analysis of policies driving international high-skilled migration processes in their interaction with other migration drivers at the individual, city, national, and international level.
