Book excerpt: Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.

Concepts addressed include stratification, privatization of formerly public subsidies, preference for “high tech” academic fields, and the vocationalization of the curriculum (i.e., Science, Technology, Engineering and Mathematics: [STEM] fields, selected professions, and business) rather than the liberal arts or the Humboldtian vision of the university. Across national contexts and analytic methods, authors analyze the growth of national policies that see universities as a sub set of economic development, casting universities as corporate research laboratories and education as central to job creation. Throughout the volume, the authors make the case that national and regional approaches to politics and markets result in different experiences of consequences of academic capitalism. Two countries, which are completely different to each other, Germany and India, have both tried their best to reach a highly respected status in the world. They do not share many similarities and this makes it interesting to identify their respective challenges and find out their strengths and weaknesses. Most countries participated in, or were shaped by World War II. India, however, did not face as severe challenges as Germany did after the war. This global conflict did not mark a key turning point in India’s history. India’s turning point in economic history came when Western countries realized the potential and benefits of its cheap labour force in the late twentieth century. Up to that point, India had largely been an agricultural-based country and was not prepared for such a rapid economic growth and development. Germany, on the other hand, had to deal with severe dam-ages after World War II, and this is said to be one of the major turning points in this country’s history, marking it until today. Thanks to both financial aid by its partners (e.g. Marshall Plan) and the implementation of new immi-gration laws in the 1960s, Germany regained the trust of its partners and is now known to be the largest economy in Europe, with a chancellor, who is said to be the second most influencing person in the world. The momentary financial crisis within Europe and the Western world, as well as the need for the expansion of mostly IT-related companies into India, are interesting aspects which will be discussed in the framework of this essay.
