It discusses the promising, through scattered, efforts already underway to help dislocated workers and outlines more far-reaching steps that can be taken with assistance of the federal Job Training Partnership Act of 1982. The book is a collection of essays and other comments by more than 50 contributors, including representatives of business, labor, and government who attended the National Conference on the Dislocated Worker convened by the National Alliance of Business. The contributors include the President of the United States, a governor, three mayors, a cross-section of the nation's corporate and union leadership, and high-ranking labor-management administrators from Germany, Sweden, and Canada. These contributors' works reveal the depth of the problems of industrial change and worker displacement and trace them to their root causes, while offering a showcase of programs and projects already under way to help dislocated workers. The writings are organized into 15 chapters covering the following broad content areas: mobilization of the public-private partnership, the economy in transition, labor-management models for dealing with the needs of dislocated workers, the Job Training Partnership Act, some private sector approaches, state responses to industrial shifts, community responses to economic dislocation, economic development strategies, lessons from abroad, lessons from pilot projects, strategies for preventing or delaying job loss, unemployment and stress, job search clubs, use of labor market information, and research and evaluation. Book excerpt: The twenty-first century has witnessed a transformation of the organization, opportunities, and terms of work. Downsizing, restructuring, and outsourcing are the forces altering employment relationships throughout the work force. Those who tend to see the future in a positive light view the evolving role between employer and employee as empowering for the individual. This book examines the consequences of economic instability due to job loss and the displacement of millions of workers. It draws upon case studies of worker displacement as well as national labor force surveys. Thomas S. Moore finds that consequences of economic instability are productivity slowdown, increased disparities in earnings and income, and higher average unemployment. He assesses the extent of job loss nationwide, its costs to the individuals directly affected, and the way in which the incidence of displacement and earnings loss has shifted over time. Although drawn from an earlier period, the data have an obvious relevance to today's labor markets. Moore argues for an employment and training system that gives employers an incentive to invest in the skills of their employees. Federally funded training programs have not improved the earning ability of displaced and disadvantaged workers, and state-sponsored programs tend to exclude those most in need of assistance. Moore suggests direct employer investment in the general skills of employees. Initially published in a different economic downturn, this continues to be a must read book for all economists, sociologists, and policymakers.

The first chapter outlines changes in the structure of job opportunities and assesses their effect on the post-layoff adjustment process of displaced workers and policies to facilitate it. Analysis was made through data supplied by the March Work Experience Supplements to the Current Population Survey (CPS). Data used were obtained from the January 1986 Dislocated Worker Supplement to the CPS. Book excerpt: With the U.S. economy continually changing, many workers are dislocated every year-even in times of economic expansion or recovery from recession. According to the Bureau of Labor Statistics, an estimated 2.2 million workers annually were dislocated from their jobs because of business closures or employment cutbacks during the 5-year period from January 1981 to January 1986. In 1982, the Congress created title III of the Job Training Partnership Act specifically to facilitate the reemployment of dislocated workers. The $650 million distributed through the program from its inception through June 30, 1986, has provided assistance to, at most, 7 percent of the eligible workers. To assist the Congress in its oversight of the program, GAO surveyed all title III projects operating between October 1982 and March 1985 to obtain program information concerning: (1) results achieved, such as placement rates and average wage levels; (2) assistance provided to participants, including skill training, direct placement, and support services; (3) characteristics of participants; and (4)program administration. This analysis should also assist the Congress in considering the administration plan contained in the fiscal year 1988 budget proposal to restructure existing assistance to dislocated workers under a new program at a much higher funding level.
