Book Varied Applications of Work Zone Safety Analysis Through the Investigation of Crash Data Design and Field Studies

Download or read book Varied Applications of Work Zone Safety Analysis Through the Investigation of Crash Data Design and Field Studies written by Erica Lee Swansen and published by . This book was released on 2012 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: Work zone crashes and fatalities have been decreasing since 1994. Yet, according to Fatality Analysis Reporting System, 667 people were killed in highway work zone crashes in 2009. As the United States' infrastructure ages and new roads and highways are constructed less frequently, the need for repairs and alterations to the nation's roadways is continually increasing. This growth ensures that work zones will be a vital piece of design focus in the near future. In order to continue the decreasing trend in work zone crashes, and reduce the still significant number of work zone fatalities, work zones need to continually be examined to identify opportunities for improved safety. This research explored the relationship between work zone related crashes and work zone design and setup. More specifically, existing literature and current standards, compiled with crash report form data in the UMass Safety Data Warehouse and field observations in Massachusetts were integrated to determine the causes and remedies for work zone related crashes. The research examined three critical areas: 1) causation of work zone related crashes in contrast to non-work zone related crashes along with variations of citations as a result of work zone crashes; 2) variations of the work zone definition and the impact on work zone involvement; and 3) analysis of conflict and event studies for small scale work zones to develop a methodology using surrogate measures to identify potential countermeasures leading to improved work zone safety. The results are expected to advance the current state of knowledge with regards to work zone design and setup, resulting in recommended actions for improved work zone analysis and design strategies.

Book excerpt: "The Challenge: Highway and street construction workers (SIC 1611) and other workers on highway construction sites are at risk of death or serious injury when working near passing motorists, construction vehicles, and equipment. From 1992-2000, 910 worker fatalities occurred in work zones; 91% (n=826) were vehicle- or equipment-related. Of the 797 cases for which vehicle type was known, 490 (61%) were associated with a construction vehicle, 256 (32%) with a traffic vehicle, and 51 (6%) with both. Pedestrian workers were as likely to be struck by a construction vehicle (n=258) as by a passing traffic vehicle (n=250). Approach: Project staff planned and facilitated out a 3-day workshop in December 1998. The 60 attendees represented key stakeholders, including the Federal Highway Administration, National Safety Council, Deere & Company, International Brotherhood of Teamsters, 3M, Jefferson Group, OSHA, National Highway Traffic Safety Administration, International Union of Operating Engineers, Reflexite, Laborers = Health and Safety Fund of North America, and Industrial Safety Equipment Association. Workshop preparations included conceptualizing topic areas (safety of pedestrian workers, safety of equipment operators, planning for safe work, and night work), obtaining a contracted literature review, and developing "white papers" to serve as background for discussions at the workshop. Scientific and technical literature was synthesized with input received at the workshop to develop the 2001 NIOSH document Building Safer Highway Work Zones. Public comment was obtained through a Federal Register notice and direct requests to stakeholders. Results: The primary product of this research was a NIOSH document, Building Safer Highway Work Zones, which addresses a broad range of interventions to prevent worker deaths and injuries associated with vehicles and equipment. Some injury prevention approaches discussed in the document are directly related to construction operations (e.g., work zone layout, flagger safety, illumination of the work space, and use of temporary traffic control devices), while others focus on management practices that can affect worker safety (e.g., incorporating safety elements into the bidding process, pre-planning for traffic control inside the work space, and coordination between multiple contractors on the same site). The document also offers case studies suitable for worker training sessions or safety talks. Impact: A primary impact of this work is greater recognition, particularly among the government and construction industry groups that build and oversee the Nation's roads, that construction vehicles pose a substantial safety risk to pedestrian workers. At this project's inception, the Manual on Uniform Traffic Control Devices (MUTCD), the federal guideline for temporary traffic control, required that only flaggers wear high-visibility clothing. A measure that all workers in work zones wear high-visibility clothing appeared in Building Safer Highway Work Zones and in later comments on proposed rulemakings. The 2003 MUTCD revision incorporated this NIOSH measure. Building Safer Highway Work Zones continues to be a resource for the highway construction industry and has been reprinted a number of times, with almost 19,000 copies distributed to date. A number of commercial insurers distribute it to clients engaged in highway construction, and it has been adapted into training modules geared to highway workers."--NIOSHTIC-2.

Book Work Zone Safety Intervention

Book excerpt: A driving simulator study of perceptual countermeasures to speeding is described. Perceptual countermeasures (PC) manipulate the drivers' visual scene to help them moderate their driving speed without a conscious deliberation to do so. The use of synchronized warning lights in work zones as a PC is similar to "aero plane runway lights" flashing towards the diver. Based on the literature survey, this effect was postulated to make drivers think they were driving fast at lower vehicular speeds with lesser speed fluctuations. The effect did not achieve statistical significance in reducing mean speeds within work zones to match with the posted speed limit. A frequency domain analysis of driving speed fluctuation within work zones demonstrated that any form of flashing lights can have a pronounced effect on some individuals compared to static lights. The ramifications of using such perceptual countermeasures that are currently being implemented around the world is disused.

Book Speed Variation and Safety in Work Zones

Download or read book Speed Variation and Safety in Work Zones written by John Anthony Gambatese and published by . This book was released on 2021 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: In addition to lower speeds, the difference between vehicle speed and the average speed on the roadway has been identified as a factor in roadway crashes. For work zones, the potential for such speed variation from the average speed is magnified. The safety associated with speed variation in work zones affects both motorists driving through the work zone and the workers in the work zone. The overall goal of this research is to develop additional knowledge and practices that can be used to improve driver and worker safety in work zones and, as a result, mobility through work zones. The research focuses on high-speed roadways (e.g., highways and freeways) and typical mobile construction and maintenance operations that occur on such roadways (e.g., paving and re-striping). The research presented in this report involved a review of the archival literature germane to the topic of speed variation (with and without a work zone), the analysis results of speed variation and crash occurrence, and the impacts of selected traffic control interventions on speed variation in work zones in Oregon. The PCMS unit showing alternating messages "MAINTAIN CONSTANT SPEED" and "THRU WORK ZONE" in two phases and placed at the advance warning area was found to effectively reduce speed variation in the work zone. Based on the findings, the researchers recommend use of PCMS units that display custom messages to maintain constant speed for work zone operations on high-speed roadways.
