Book excerpt: The world's first nuclear bomb was a developed in 1954 at a site near the town of Los Alamos, New Mexico. Designated as the Los Alamos National Laboratory (LANL) in 1981, the 40-square-mile site is today operated by Log Alamos National Security LLC under contract to the National Nuclear Security Administration (NNSA) of the U.S. Department of Energy (DOE). Like other sites in the nation's nuclear weapons complex, the LANL site harbors a legacy of radioactive waste and environmental contamination. Radioactive materials and chemical contaminants have been detected in some portions of the groundwater beneath the site. Under authority of the U.S. Environmental Protection Agency, the State of New Mexico regulates protection of its water resources through the New Mexico Environment Department (NMED). In 1995 NMED found LANL's groundwater monitoring program to be inadequate. Consequently LANL conducted a detailed workplan to characterize the site's hydrogeology in order to develop an effective monitoring program. The study described in Plans and Practices for Groundwater Protection at the Los Alamos National Laboratory: Final Report was initially requested by NNSA, which turned to the National Academies for technical advice and recommendations regarding several aspects of LANL's groundwater protection program. The DOE Office of Environmental Management funded the study. The study came approximately at the juncture between completion of LANL's hydrogeologic workplan and initial development of a sitewide monitoring plan.

Book excerpt: This Health and Safety Plan (HSP) identifies the safety procedures to be conducted at the Los Angeles County Metropolitan Transportation Authority (MTA) Division 6 facility located at 100 Sunset Avenue, Venice, California. The site location is illustrated on Figure 1. This HSP is to be used in conjunction with the URS Injury and Illness Prevention Program (UPP)...[this] site-specific workplan has been prepared to address work activities for the soil and groundwater investigation to be conducted at the site in 2001. The soil and groundwater investigation will consist of soil sampling with monitoring well installation and sampling. A hollow stem auger drill rig will be used to complete soil sampling and monitoring well installation activities. Other activities planned for the investigation include concrete coring, monitoring well development, and sampling, and geophysical and boring location surveying. After the monitoring wells are installed, quarterly groundwater monitoring and sampling of the previously four and newly installed monitoring wells will be conducted at the site. This HSP identifies the safety procedures to be conducted while performing work activities at the MTA Division 6.

Objectives/Problem Quantification: • To determine the presence or absence of chemical contamination on the site proper, including former spray fields, trash disposal area, two former holding ponds, former waste lagoon, and office & production areas • Hydraulically characterize the water table aquifer in the near vicinity of the site (depth to water table, gradient, aquifer thickness, permeability, flow direction & velocity • Determine the presence or absence of site-related chemical contamination within the water-table aquifer • Determine the potential for the water-table aquifer to be hydraulically connected to the Floridan Aquifer • Determine the presence or absence of site-related chemical contamination in surface water, sediments & wetland areas that are contiguous to the site • Compile a data base that will support a site-related Public Health and Environmental Assessment • Conduct a site-related Public Health and Risk Assessment that will evaluate: existing & potential pathways for contaminant transport; location of existing & potential receptors; risk to receptors associated with existing or potential exposure to site-related contaminants • Determine the need to collect additional data to further define site characteristics. FS Objectives: • Identify candidate remedial alternatives • Evaluate candidate remedial alternatives to support EPA selection of preferred alternatives. The need for performing additional RI work & for conducting the optional FS will be decided by EPA after review of results generated in this study.
