Along with analysing existing empirical research, it presents the findings of an empirical study conducted to determine whether the concept of ESV is capable of promoting or assisting CSR. This analysis was undertaken through the lens of a case study on the ready-made garment industry in Bangladesh, with some focus on the Rana Plaza factory disaster. This study also assists in demonstrating the changes that need to be made to improve the current situation. However, the key to the policy's successful implementation lies in the Government informing the public as soon as possible about how it will affect individuals. The Committee criticises the Government for hampering its scrutiny of the proposals. The Government not only imposed an extremely tight timetable, but brought forward the implementation date by a year, after the Committee had completed taking evidence. The Committee says that the Government must work with them to ensure the transition is as smooth as possible and that Defined Benefit pension schemes do not suffer as a result. The Government should also develop and publish a clear explanation of how means-tested support, including passported benefits, will operate under the Single-tier Pension, and the transitional protection that will be put in place. Many women born between 1952 and 1953 believed that they would suffer a double adverse effect on their State Pension income, arising from the increases in their State Pension Age combined with their ineligibility for the Single-tier Pension, if it was introduced in 2017 as set out in the White Paper. The Government should clarify the position. Some women did not build up their own NI record because they had an expectation that they would be able to rely on their husband's contributions to give them entitlement to a Basic State Pension. The Government should assess and publish the cost of allowing women in this position who are within 15 years of State Pension Age to retain this right

Book excerpt: Approximately half of the total UK population are in receipt of one or more welfare benefits, giving rise to the largest single area of government expenditure. The law and structures of social security are highly complex, made more so by constant adjustments as government pursues its often conflicting economic, political and social policy objectives. This complexity is highly problematic. It contributes to errors in decision-making and to increased administrative costs and is seen as disempowering for citizens, thereby weakening enjoyment of a key social right. Current and previous administrations have committed to simplifying the benefits system. It is a specific objective of the Welfare Reform Act 2012, which provides for the introduction of Universal Credit in place of diverse benefits. However, it is unclear whether the reformed system will be either less complex legally or more accessible for citizens. This book seeks to explain how and why complexity in the modern welfare system has grown; to identify the different ways in which legal and associated administrative arrangements are classifiable as 'complex'; to discuss the effects of complexity on the system's administration and its wider implications for rights and the citizen-state relationship; and to consider the role that law can play in the simplification of schemes of welfare. While primarily focused on the UK welfare system it also provides analysis of relevant policies and experience in various other states.
