Instead of making an apology I prefer to make a request. If any reader, especially an ex-political boss, chances to glance his eye over these pages, and then decides that I deserve to meet a violent death, will he kindly remember that I prefer to be suspended from a hickory limb? Candidly, I do not believe that I am worthy of the honor of being burned at the stake. Such special distinctions were intended, evidently, for Joan of Arc and her disciples, for whom I have the greatest reverence; but perish the thought, - that I should ever aspire to their social caste! I am fully conscious that I am lacking in the essentials of a militant reformer. I have merely been interested, for a few years, in the game of politics, as it has been, and is now being, played. I have jotted down a few thoughts, here and there, - now and then, chiefly for the purpose of giving to myself a little mental discipline, and, incidentally a little practice in telling historical truth. His ideal, however, was constantly challenged by political reality. Daniel Stid explores the evolution of Wilson's views on this form of government and his endeavors as a statesman to establish it in the United States. The author looks over Professor and then President Wilson's shoulder as he grappled with the constitutional separation of powers, demonstrating the importance of this effort for American political thought and history. Book excerpt: When Woodrow Wilson was elected as a ruling elder in the Presbyterian Church in 1897, his preacher father allegedly remarked, "I would rather that he held that position than be president of the United States." Fifteen years later he was both. Easily one of the most religious presidents in American history, almost all of Wilson's policies and important speeches were infused with religious concepts. The son, grandson, and nephew of southern Presbyterian divines, with six consecutive generations of preachers on his mother's side, Wilson viewed his political career as a sacred calling. As he remarked to a Democratic Party leader just before his inauguration in 1913, "God ordained that I should be the next president of the United States." As a scholar, Princeton University president, governor of New Jersey, then president, Wilson spent his entire career trying to further the cause of public righteousness. In 1905, he uttered his life's credo: "There is a mighty task before us and it welds us together. It is to make the United States a mighty Christian nation and to Christianize the World." Nonetheless, the 28th president was not principally a religious figure, and he didn't fit comfortably in any religious camp, either in his own time or today. During the Great War, the federal government exercised unprecedented power to shape the views and attitudes of American citizens. Its agent for this was the Committee on Public Information (CPI), established by President Woodrow Wilson one week after the United States entered the war in April 1917. Driven by its fiery chief, George Creel, the CPI reached every crevice of the nation, every day, and extended widely abroad. It established the first national newspaper, made prepackaged news a quotidian aspect of governing, and pioneered the concept of public diplomacy. It spread the Wilson administration’s messages through articles, cartoons, books, and advertisements in newspapers and magazines; through feature films and volunteer Four Minute Men who spoke during intermission; through posters plastered on buildings and along highways; and through pamphlets distributed by the millions. It enlisted the nation’s leading progressive journalists, advertising executives, and artists. It harnessed American universities and their professors to create propaganda and add legitimacy to its mission. Even as Creel insisted that the CPI was a conduit for reliable, fact-based information, the office regularly sanitized news, distorted facts, and played on emotions. Creel extolled transparency but established front organizations. Overseas, the CPI secretly subsidized news organs and bribed journalists. At home, it challenged the loyalty of those who occasionally questioned its tactics. Working closely with federal intelligence agencies eager to sniff out subversives and stifle dissent, the CPI was an accomplice to the Wilson administration’s trampling of civil liberties. Until now, the full story of the CPI has never been told. John Maxwell Hamilton consulted over 150 archival collections in the United States and Europe to write this revealing history, which shows the shortcuts to open, honest debate that even well-meaning propagandists take to bend others to their views. Every element of contemporary government propaganda has antecedents in the CPI. It is the ideal vehicle for understanding the rise of propaganda, its methods of operation, and the threat it poses to democracy.
