This volume offers a fresh contribution to the ethics of drone warfare by providing, for the first time, a systematic interdisciplinary discussion of different responsibility issues raised by military drones. The book discusses four main sets of questions: First, from a legal point of view, we analyse the ways in which the use of drones makes the attribution of criminal responsibility to individuals for war crimes more complicated and what adjustments may be required in international criminal law and in military practices to avoid ’responsibility gaps’ in warfare. From a moral and political perspective, the volume looks at the conditions under which the use of military drones by states is impermissible, permissible, or even obligatory and what the responsibilities of a state in the use of drones towards both its citizens and potential targets are. From a socio-technical perspective, what kind of new human machine interaction might (and should) drones bring and which new kinds of shared agency and responsibility? Finally, we ask how the use of drones changes our conception of agency and responsibility. Book excerpt: The U.S. government s covert use of unmanned aerial vehicles (UAVs) to hunt and kill suspected terrorists outside of conventional war zones is occurring on a massive scale. Over the last nine years, the United States is credibly reported to have carried out at least 360 covert drone strikes in Northwest Pakistan alone, killing 2,783 people, including many civilians. Strikes have also been carried out in Yemen, Somalia, and Libya. In fact, the use of drones under President Obama has come to define the War on Terror. Such strikes have generated growing attention and controversy. John Brennan, CIA Director, has claimed that the strikes are legal, ethical, and wise, but in a March 2013 report, UN Special Rapporteur Christof Heyns suggested that they may constitute war crimes. Many key aspects of the program need to be examined, including its scope (with several thousand people already killed), the means by which terrorists are identified (including pattern-of-life targeting), the rules of engagement under which it is conducted, the actual number of civilian casualties, the impact on communities living under drones, the magnitude of international and domestic opposition, and the specific case that the U.S. could offer for the strikes permissibility under international law. The book aims to answer such questions by offering a thorough investigation of the where, why, how, and when of the United States' use of UAVs. Beginning with a historical overview of the use of drones in warfare, it then addresses whether targeted killings operations are strategically wise, whether they are permissible under international law, and the related ethical issues. It also looks at the political factors behind the use of drones, including domestic and global attitudes toward their use and potential issues of proliferation and escalation. Finally, the use of drones by other countries such as Israel and China is examined. Each chapter features a case study that highlights particular incidents and patterns of operation in specific regions, including Yemen, Somalia, Pakistan, and Libya and strike types (signature strikes, personality strikes, etc.)."

While the early operational experiences with UAVs show great promise, their full range of capabilities is largely unknown. However, it is clear that these technologies will enable military forces to use aerospace power more efficiently, which means at lower cost and with less risk to the humans who pilot aircraft. The broader question is the wisdom of using unmanned aerial vehicles for employing lethal force, and in particular which air power missions are best accomplished by uninhabited, piloted, and autonomous vehicles. The corollary is to examine the essential roles of human pilots or operators in aerospace operations in the twenty-first century. Since it is common to draw distinctions between vehicles with an on-board pilot, vehicles with off-board operators, and autonomous vehicles, this study explores the essential role of pilots and contrasts it with the roles of remotely piloted and autonomous vehicles. The assumption is that piloted, remotely piloted, and autonomous vehicles have advantages and disadvantages in military operations, and that these vary in strategic significance for different levels of conflict. Since it is essential for the U.S. defense establishment to consider the strategic and technological implications of these types of aerial vehicles, this study is devoted to addressing the issues raised by the new generation of aerial vehicles.

It first introduces the military-age male as a category used to identify insurgent combatants who have blended into civilian environments. Though US officials maintained that military-age males were not automatically assumed to be combatants, defense and intelligence professionals nevertheless used biases related to gender, age, religion and race to interpret the battlespace. Based on an analysis of the Obama administration's decision to exclude adolescent boys and men from drone warfare's collateral damage count, and an examination of similar problems with combatant identification under the Bush administration, the author argues that the military-age male category contributed to the deterioration of civilian protection. The concluding chapters discusses the link between counterinsurgency, drone warfare, and emerging trends in artificial intelligence and autonomy in weapons systems, highlighting the relation between algorithmic discrimination and the misidentification of civilians as combatants. The literature on drone warfare has evolved from studying the proliferation of drones, to measuring their effectiveness, to exploring their legal, moral, and ethical impacts. These "three waves" of scholarship do not, however, address the implications of drone warfare for global order. This book fills the gap by contributing to a "fourth wave" of literature concerned with the trade-offs imposed by drone warfare for global order. The book draws on the "English School" of International Relations Theory, which is premised on the existence of a society of states bounded by common norms, values, and institutions, to argue that drone warfare imposes contradictions on the structural and normative pillars of global order. These consist of the structure of international society and diffusion of military capabilities, as well as the sovereign equality of states and laws of armed conflict. The book presents a typology of contradictions imposed by drone warfare within and across these axes that threaten the legitimacy of global order. This framework also suggests a confounding consequence of drone warfare that scholars have not hitherto explored rigorously: drone warfare can sometimes strengthen global order. The volume concludes by proposing a research agenda to reconcile the complex and often counter-intuitive impacts of drone warfare for global order. Book excerpt: Armed drones are making the headlines, especially in their role in targeted killings. In this report, RAND researchers stepped back and asked whether these weapons are transformative. The answer is no, though they offer significant capabilities to their users, especially in counterterrorism operations as has been the case for the United States. Will they proliferate? Yes, but upon a closer look at the types of systems, only a few rich countries will be in a position to develop the higher technology and longer range systems. U.S. adversaries and others will likely find weapons such as aircraft and air defenses more cost and militarily effective. Their proliferation will not create the kinds of global dangers that call for new arms control efforts, but the risks to regional stability cannot be dismissed entirely, as is the case of any conventional weapon. How the United States will use these weapons today and into the future will be important in shaping a broader set of international norms that discourage their misuse by others.
