Book excerpt: This paper will analyze the recent changes in women's occupation and wages in Korea, focusing on the trend of the gender wage gap between 2008 and 2015 and its determinants. Especially, the changes in the occupational profiles of young female college graduates will be highlighted. They will crucially affect the future trend of the gender wage gap. Young female college graduates are now rapidly advancing to the high-skill jobs which were previously dominated by men. The U.S. has already witnessed the advance of female workers to the high-skill male-dominant jobs with the increase of skill premium. Skill premium has increased from the globalization and high-skill biased technical change since the 1970s (Black and Juhn, 2000). Of course, it would not have been possible without the supply factor, that is, the improvement in the education level of women. The increase of the number of female entering in the high-skill male-dominant job is a powerful factor to decrease the gender wage gap in the future. The wages of male-dominant jobs are much higher than those of female-dominant jobs.This paper analyzed the changes of women's occupations and wages between 2008 and 2015. This period is chosen for the data of the Local Area Labor Force Survey to use the 3-digit classification of occupations. The data is available after 2008. This paper targeted certain age groups: the working age group (ages 25 to 54) and the youth cohort (ages 25 to 34) in order to focus on occupations. In Korea, workers tend to quit their main jobs job after turning 54. This paper also analyzed the occupational changes of young female workers, focusing on the 15 occupations (3-digit classification) which employed the most young women aged 25 to 34 between 2008 and 2015.

Book excerpt: Labor market duality is a complex and critical issue for many countries that can lower productivity, contribute to inequality and result in negative externalities. In this paper, I study duality in the Korean labor market and analyze its sources and potential policy options. I find that employment protection legislations and large productivity differentials are the key drivers of Korea’s duality. In addition, applying a general equilibrium search-and-matching model and calibrating it to the Korean economy, I show that well-calibrated flexicurity policies can significantly reduce duality and inequality and raise welfare and productivity. Notably, the introduction of all three pillars—flexiblity, a strong safety net and active labor market policies—is critical for its success. If only one pillar is introduced it can result in negative side-effects and might not reduce duality.

Book excerpt: This paper uses data from a survey on 289 North Korean female refugees who arrived in South Korea in 2007 to understand the determinants of their economic adaption in the South Korean labor market. More specifically, we look at the effects of job finding channels and government policies on the labor market participation and wages of these women. We find that job finding through both personal contacts and public employment networks increases the probability of finding employment, but the former, especially job finding through contacts with South Koreans, is the most effective route to finding employment. In addition, jobs with higher wages are acquired in employment attained from South Korean referrals, followed by South Korean government agencies and those from North Korean refugee contacts. We further find that labor market participation is negatively affected by both public benefits and private transfers possibly because of increases in the reservation wages of job seekers.

Book excerpt: This study analyzes the current state of part-time jobs for women, focusing on decent part-time jobs, and draws policy implications from the perspective of the part-time work model. For the female part-time work model, we refer to the Dutch model and the Swedish model The former is mainly characterized by part-time work in a regular position, and the latter serves as a stepping stone for women to keep their full-time regular position during the child rearing period.Although working part-time in a regular position is a decent part-time job and the core of the Dutch model, this paper does not use that category, because of the data that we use. The Economically Active Population Survey (Survey on Labor Conditions by Employment Type) classifies all part-time workers as a form of non-regular workers. Although the government has promoted part-time work in a permanent position since 2012, its numbers are still very small. Instead, this paper uses the category of the part-time professionals and voluntary part-timers as decent part-time workers. Part-time professional jobs are decent part-time jobs, since the hourly wages and skill level are high.Although the proportion of part-time professionals to all workers or to all part-time workers has increased during the 2004~2014 period, the job quality has decreased. Even among women in their 30s, the part-time wage penalty (PTWP) has increased and the occupational segregation in that most part-timers are concentrated in low-quality occupations has intensified. This implies that the Swedish model may be more plausible as the part-time employment model for women in Korea.
