Book excerpt: GENDER & DECENTRALISATION Gender and Decentralization in Nigeria is a product of two years’ research sponsored by the Gender Unit of the International Development Research Centre (IDRC), Canada, as part of its Gender and Decentralization Program for sub-Saharan Africa. The overall objective of the program was to document and analyze specific state decentralization reforms that have worked to promote women’s rights, and/or reforms that have created barriers to the protection and realization of these rights. At the core of the Nigerian project were women’s representation and political effectiveness in local administration. The issues transcended the usual structural analysis of the political, administrative and fiscal changes associated with decentralization and a breakdown by gender. Given the centrality of equity and accountability issues in current good governance debates, a feminist perspective on voice and action was inserted into the traditional public administration perspective. Going beyond numbers, description of gender inequitable electioneering processes, poor accountability of the state, of political parties and the women’s constituency, the book also focusses on feminist political activism at the grassroots level. The authors also document the potential impact of re-politicizing civil society, and restructuring of gender ideologies to achieve self determination and increase women representation and political effectiveness.

The corpse led to a scandal when it was revealed that it was that of a journalist critical of the authorities. The President was heard on tapes, made covertly in his office, ordering violence to be undertaken against the journalist. The scandal led to the creation of a wide protest movement that culminated in the victory of democratic opposition parties in 2002. The democratic opposition, led by its presidential candidate Viktor Yushchenko, fought a bitter and fraudulent election campaign in 2004 during which he was poisoned. Widespread election fraud led to Europe’s largest protest movement since the Cold War which became known as the Orange Revolution, known after the campaign colour of the democratic opposition. This book is the first to provide a collection of studies surveying different aspects of the rise of the Ukraine’s democratic opposition from marginalization, to protest against presidential abuse of office and culminating in the Orange Revolution. It integrates the Kuchmagate crisis of 2000-2001 with that of the Orange Revolution four years later providing a rich, detailed and original study of the origins of the Orange Revolution. Enduring issues of inequality and discrimination mean that it remains at the forefront of political priorities in the twenty-first century. Traditional analyses tend to focus on developments at the level of the unitary state or European Union. In contrast, this book underlines the salience of multi-level governance and offers the first detailed comparative analysis of contemporary efforts to promote equality of opportunity in the wake of constitutional reform in the UK. It presents a summary of social theory on equalities in relation to gender, and a full range of social groups and identities - such as disability, ethnicity, sexual orientation and age. It outlines the contemporary evidence base relating to patterns and processes of inequality in the 'devolved' nations. A 'governance perspective' is also advanced; one that details how constitutional law establishing the devolved legislatures contains equality clauses that enable and empower government to promote equality in public policy and law. Analysis reveals the development of distinctive regulatory structures and equalities policy lobbies in each territory. Overall, this volume charts the development of divergent legal rights and public policy on the promotion of equality in the wake of constitutional reform in the UK. While culture and religion are understood to be the primary barriers to gender equality, efforts by international institutions and women's groups to change social norms are often seen as the most effective way to reduce discrimination. This book introduces a third, often overlooked explanation - the core rights framework - to account for how, where, and why women's rights advance. It argues that female labor force participation and education serve as building blocks, or core rights, for the advancement of other women's rights. Cultivating core rights is believed to spur group consciousness, ease collective action problems, and render women in a politically relevant group, thereby increasing the prospects that women's rights are represented in the polity. In examining the advancement of women's rights across four major areas - political, nationality, reproductive, and property rights - this book shows that the conventional wisdom about the role of international norms and culture is usually overstated and often incomplete. It also presents systematic evidence evaluating the effectiveness of different prescriptions for improving women's lives across a broad range of rights.
