Book excerpt: This research uses four micro-data sets to examine differences in married women's labor force participation between Communist and post-Communist Czech Republic and Slovakia. Descriptive statistics show that participation has dropped in both regions following the regime change, particularly for young women. To explain this phenomenon, one hypothesis is that own and spouse wage elasticities of participation are the same during and after Communism and the behavior change results from different offered wages. An alternative hypothesis is that wage elasticities changed. We expect higher elasticities in the regime which offers a broader set of options to families making time allocation decisions. Rejecting the hypothesis that elasticities are unchanged, the analysis uses probits stratified by age to examine own and spouse earnings effects on participation. While own earnings effects rose after Communism in Slovakia, they dropped in the Czech Republic, suggesting that constraints on married women's participation decisions have increased there. Although earnings affect participation less after Communism, children have an increased effect, particularly for young women in the Czech Republic.

Book excerpt: In the late twentieth century, Central and Eastern European countries went through a transformation from a command economy to a market economy. Under the command economy there was virtually no unemployment, and most citizens were employed by the government. Women experienced high labor force participation and received generous family benefits. During the transition from a planned to a market economy, labor force participation rates for women dropped significantly and the benefits families received were no longer universally assured. The dismantling of social family benefits in a post-socialist economy resulted in a low female labor force participation rate, hindering a full potential for economic growth and reducing living standards. The transition experiences of Hungary and Poland are presented as case studies to demonstrate that "market establishment" is not a sufficient condition for a successful transition for an average citizen.

Book excerpt: In order to determine whether methods of job analysis and classification currently used are biased by traditional sex stereotypes or other factors, a committee assessed formal systems of job evaluation and other methods currently employed in the private and public sectors for establishing the comparability of jobs and their levels of compensation. A review of sociological and economic literature shows that some differences in the characteristics of workers and in jobs do form a legitimate basis for wage differentials. Nevertheless, there exists a pervasiveness of occupational and job segregation by sex. Given the current operation of the labor market and the existence of a variety of factors that permit the persistence of earning differentials between men and women (e.g., labor market segmentation, job segregation, and employment practices), it would seem that intentional and unintentional discriminatory elements enter into the determination of wages and are not likely to disappear. Use of a job evaluation system is one possible remedy to this situation. While the subjectivity of job evaluation makes job evaluations less than perfect vehicles for resolving pay disputes, they can serve to identify potential wage discrimination. (MN)

Book excerpt: July 1998 Social protection systems in the transition economies have been inadequate to meet the challenges of transition, being both costly and poorly targeted. The largest group of poor people is the working poor-especially workers with little education (primary education or less) or outdated vocational or technical education. Grootaert and Braithwaite compare poverty in three Eastern European countries (Bulgaria, Hungary, and Poland) with poverty in three countries of the former Soviet Union (Estonia, Kyrgyz Republic, and Russia). They find striking differences between the post-Soviet and Eastern European experiences with poverty and targeting. Among patterns detected: * Poverty in Eastern Europe is significantly lower than in former Soviet Union countries. * Rural poverty is greater than urban poverty. * In Eastern Europe there is a strong correlation between poverty incidence and the number of children in a household; in the former Soviet Union countries this is less pronounced, except in Russia. * There is a gender and age dimension to poverty in some countries. In single-person households, especially of elderly women, the poverty rate is very high (except in Poland) and poverty is more severe. The same is true in pensioner households (except in Poland). In Poland the pension system has adequate reach. * Poverty rates are highest among people who have lost their connection with the labor market and live on social transfers (other than pensions) or other nonearned income. But through sheer mass, the largest group of poor people is the working poor-especially workers with little education (primary education or less) or outdated vocational or technical education. Only those with special skills or university education escape poverty in great numbers, thanks to the demand for their skills from the newly emerging private sector. * The poverty gap is remarkably uniform in Eastern European countries, especially Hungary and Poland, suggesting that social safety nets have prevented the emergence of deep pockets of poverty. This is much less true in the former Soviet Union, where those with the highest poverty rate also have the largest poverty gap. In the short to medium term, creating employment in the informal sector will generate a larger payoff than creating jobs in the formal (still to be privatized) sector, so programs to help (prospective) entrepreneurs should take center stage in poverty alleviation programs. Tomáš Kostelecký describes party history up to 1947—some earlier parties were resurrected in 1989—and then covers the communist and postcommunist periods. Historical, cultural, and social factors in party development are all taken into account in this synthetic work. The core of the work studies three crucial factors: historical and cultural factors, social cleavages, and electoral rules. In general Kostelecký sees a move toward more organized political parties, greater rational choice and self-interest in voters' decisions, and better structured, stabler politics. In other words, East-Central European politics is transforming itself from simply a reaction against the politics of the preceding regime to a situation in which diverse groups in society will find their interests institutionalized in diverse political parties, not unlike the politics of Western Europe.
