The book presents findings of the three-year research that adopted a mixed-methods approach and evaluated the impact of MS on various facets of empowerment of women coming from the most marginalized communities. The study, therefore, tries to go beyond evaluating the MS programme and uses the research findings and insights to raise certain critical issues pertaining to social policy planning and implementation, especially in the context of women’s education and empowerment. India's Tenth Five Year Plan (2002-07) called for a three-pronged strategy of social empowerment, economic empowerment, and providing gender justice to create a positive environment of economic, and social policies for women, and eliminating all forms of discrimination against them. The government of India has initiated various schemes spread across a broad spectrum, such as women's need for shelter, security, safety, legal aid, justice, information, maternal health, food, nutrition etc., as well as their need for economic sustenance through skill development, education, and access to credit and marketing. In order to address the phenomenon of domestic violence, which is widely prevalent but remains largely invisible in the public domain, the Protection from Domestic Violence Act, 2006 was enacted by the Indian Parliament. This collection of 35 papers examines various areas of interest including socio-economic status, women entrepreneurship, women in politics, role of information and communication technology in empowering women, and domestic violence.

Women’s Empowerment is a process whereby women become able to organise themselves to increase their own self reliance, to assert their independent right to make choices and to control resources which will assist in challenging and eliminating their own subordination. The goal of women’s empowerment is to address the issues relating to women’s subordination, inequality and inequity. Hence it is a process where women are able to change from a state of powerlessness (I cannot) to a state of collective self-confidence (we can). Over the years, the scholars and researchers have been engaged in studying and analysing matters related to the better half of the human beings, i.e. ‘Women’. Hence, more number of research studies been done and books are being published, concerning women issues. The book is an effort, to identify and bestows various facets of women empowerment. It discusses the challenges and impediments faced by women, recommends strategies to vi address those challenges and ways to cultivate the conditions leading to women’s empowerment. It attempts at its best to find the possibilities of overcoming the obstacles, identifying significant areas to be strengthened in the dynamic process of empowering women in India. The Census shows that 51.6% of the population is male, while 48.4% is female. Unfortunately, the 2011 Census data also shows that the gender ratio for children below six years has dropped. This decline is unabated since the 1961 Census. This gender bias draws attention to a lingering societal flaw which economic growth has not been able to correct. Gender equality is a constituent of development, as well as an instrument of development. Brulé employs a research design that maximizes causal inference alongside extensive field research to explain the relationship between political representation, backlash, and economic empowerment. Her findings show that women in government – gatekeepers – catalyze access to fundamental economic rights to property. Women in politics have the power to support constituent rights at critical junctures, such as marriage negotiations, when they can strike integrative solutions to intrahousehold bargaining. Yet there is a paradox: quotas are essential for enforcement of rights, but they generate backlash against women who gain rights without bargaining leverage. In this groundbreaking study, Brulé shows how well-designed quotas can operate as a crucial tool to foster equality and benefit the women they are meant to empower.
