In Women’s Empowerment and Disempowerment in Brazil, dos Santos and Jalalzai examine Rousseff’s presidency and what it means for a woman to hold (and lose) the country’s highest power. The authors examine the ways Rousseff exercised dominant authority and enhanced women’s political empowerment. They also investigate the extent her gender played a role in the events of her presidency, including the political and economic crises and her ensuing impeachment. Emphasizing women’s political empowerment rather than representation, the authors assess the effects of women executives to more directly impact female constituencies—how they can empower women by appointing them to government positions; make policies that advance women’s equality; and, through visibility, create greater support for female politicians despite rampant sexism. Women’s Empowerment and Disempowerment in Brazil uses Rousseff’s presidency as a case study to focus on the ways she succeeded and failed in using her authority to empower women. The authors’ findings have implications throughout the world.

Book excerpt: Decades of campaigns and policy efforts have brought significant progress in women's economic and political status and pushed gender equality up the global policy agenda. The goal of gender equality, however, still remains largely out of reach, as illustrated by the recent wave of women's protests against sexual harassment, assault and gender violence (e.g. #MeToo movement). Some European countries (e.g. Poland, Hungary and Lithuania) have even seen their performance on gender equality backslide in recent years, and in parallel to calls for increased equality, a wave of mobilisation against gender equality has appeared in the public discourse. Conservative, authoritarian and populist voices in many democracies are now contesting the equal participation of men and women in society under the auspices of a "war on gender ideology." This backlash against women's empowerment carries considerable implications for anti-discrimination laws, policies protecting women against domestic violence, reproductive health and the establishment of gender quotas. Given the "backlash" against gender observed in various countries around the globe, we argue that now is a critical time to revisit and broaden our knowledge about gender discrimination, gender equality and sexism. Our proposed Research Topic will provide a gender perspective to illustrate and understand the recent illiberal turn in politics in a variety of contexts. Taking a comparative approach, we aim at improving our understanding of how sexism, discrimination and gender equality operate at the societal level, and how they shape broader social and political views. At the individual level, we will study the current, seemingly opposing forces—for and against gender equality— by analysing the antecedents, predispositions, experiences and motivations explaining and underpinning these attitudes towards different ways of gender equality (sexism and discrimination).

Despite comprising the vast majority of the labor force, working-class people represent a small slice of the legislature. Working Class Inclusion examines how the near exclusion of working-class citizens from legislatures affects citizens' evaluations of government. Combining surveys from across Latin America with novel data on legislators' class backgrounds and experiments from Argentina and Mexico, the book demonstrates voters want more workers in office, and when combined with policy representation, the presence of working-class legislators improves citizens' evaluations of government. Absent policy representation, however, workers are met with distrust and backlash. Chapters show citizens have many opportunities to learn about the presence, or absence, of workers; and the relationship between working-class representation and evaluations of government is strongest among citizens who are aware of legislators' class status.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Book excerpt: Conventional wisdom suggests that partisanship has little impact on voter behavior in Brazil; what matters most is pork-barreling, incumbent performance, and candidates' charisma. This book shows that soon after redemocratization in the 1980s, over half of Brazilian voters expressed either a strong affinity or antipathy for or against a particular political party. In particular, that the contours of positive and negative partisanship in Brazil have mainly been shaped by how people feel about one party - the Workers' Party (PT). Voter behavior in Brazil has largely been structured around sentiment for or against this one party, and not any of Brazil's many others. The authors show how the PT managed to successfully cultivate widespread partisanship in a difficult environment, and also explain the emergence of anti-PT attitudes. They then reveal how positive and negative partisanship shape voters' attitudes about politics and policy, and how they shape their choices in the ballot booth.

When, because of tradition, social taboos or simple prejudice, half of the world's population is prevented from making its contribution to the life of a nation, the economy will suffer. The empirical evidence does suggest that, slowly but surely, governments are making progress in expanding opportunities for women. In privileged social groups, its position has changed from a foreign language to a second language, which demonstrates a linguistic shift with long-term consequences. Socio-educational Factors and Soft Power of Language critically examines the cultural and individual implications of this phenomenon in the context of field study in Poland and Portugal. Odrowąż-Coates uses institutional ethnography with a combination of theoretical constructs, including “soft power” and “positioning theory,” to examine evidence of English as a new tool for social stratification and its effect on language policies as well as the ways in which it impacts people's lives and their opportunities. Whilst critical of the neoliberal, neo-colonial, and imperialistic dimensions of English language hegemony, Odrowąż-Coates argues for a gendered perspective of English as a language of opportunity, inclusion, and empowerment. She focuses on discourses that are shown to be products of and the makers of the material aspects of language. Using an ethical imperative not only to question, but also to participate in the existing power structures in order to change the power dynamic, Odrowąż-Coates argues that language choices are not necessarily individually driven but are instead institutionally driven.
