Book excerpt: This volume is the fully revised and updated version of the first comprehensive commentary on the Convention on the Elimination of All Forms of Discrimination against Women and its Optional Protocol. It reflects the developments during the decade following the publication of the first edition in 2012, which has also seen a notable rise in individual complaints (more than 85), ten new General Recommendations, and six new inquiry procedures as well as numerous statements, partly in conjunction with other UN human rights bodies. The Convention is a key international human rights instrument and the only one exclusively addressed to women. It has been described as the United Nations' 'landmark treaty in the struggle for women's rights'. At a time when the backlash against women's human rights and the concept of gender-based discrimination is increasingly challenged by governments and powerful societal actors, the Commentary is an important instrument to hold all state powers to account on their international obligations under the Convention. The Commentary analyses the interpretation of the Convention through the work of its monitoring body, the Committee on the Elimination of Discrimination against Women. It comprises detailed analyses of the Preamble and each article of the Convention and of the Optional Protocol, including a separate chapter on the cross-cutting substantive issue of violence against women. The sources relied on are the treaty language and the general recommendations, concluding observations, and case law under the Optional Protocol (individual complaints and inquiries), through which the Committee has interpreted and applied the Convention. Each chapter is self-contained, but the Commentary is conceived of as an integral whole. The book also includes an introduction which provides an overview of the Convention and its embedding in the international law of human rights as well as the most recent challenges to women's human rights worldwide.

In spite of the extended discussion of rights and citizenship in the global economy, little attention has hitherto been paid to the implications for women's entitlements arising out of their pivotal role in export sectors. Whilst many assume that women's visible and crucial presence in key economic sectors will be reflected in the ways in which social policies are formulated, there has been up to now little empirical and analytical engagement with this question. This volume, bringing together detailed commissioned studies from six developing countries, aims to fill this gap.

Book excerpt: Labor market duality is a complex and critical issue for many countries that can lower productivity, contribute to inequality and result in negative externalities. In this paper, I study duality in the Korean labor market and analyze its sources and potential policy options. I find that employment protection legislations and large productivity differentials are the key drivers of Korea’s duality. In addition, applying a general equilibrium search-and-matching model and calibrating it to the Korean economy, I show that well-calibrated flexicurity policies can significantly reduce duality and inequality and raise welfare and productivity. Notably, the introduction of all three pillars—flexiblity, a strong safety net and active labor market policies—is critical for its success. If only one pillar is introduced it can result in negative side-effects and might not reduce duality.

Based on 12 months of ethnographic fieldwork, it attends to the pathways and life trajectories of young adults living, studying and working in Seoul, the country’s economic, political, cultural and educational centre. Due to changing economic conditions, it appears to be increasingly difficult for young people today to reproduce middle-class status. In public discourse, these difficulties are expressed in the terms ‘Spec’ or ‘Give-up Generation’. At the same time, young people are starting to question middle-class lifestyles and values and turn to practices which emphasise different standards. The author illustrates how young adults negotiate middle-class ideals by contextualising the values around four key themes – education, marriage, consumption, and work. In doing so, she explores her interlocutors’ thoughts and reflections about middle-class values through a theoretical and methodological framework centred on ordinary ethics and the everyday use of money. This ethnography sheds light on the complex and heterogenous ways young people in South Korea conceptualise and realise the good in their lives, and it focuses attention on the explicitness of ethics and the relationship between money and values in these young Seoulites’ everyday lives and social relations.
