Book excerpt: The Managed Body productively complicates ‘menstrual hygiene management’ (MHM)—a growing social movement to support menstruating girls in the Global South. Bobel offers an invested critique of the complicated discourses of MHM including its conceptual and practical links with the Water, Sanitation and Hygiene (WASH) development sector, human rights and ‘the girling of development.’ Drawing on analysis of in-depth interviews, participant observations and the digital materials of NGOs and social businesses, Bobel shows how MHM frames problems and solutions to capture attention and direct resources to this highly-tabooed topic. She asserts that MHM organizations often inadvertently rely upon weak evidence and spectacularized representations to make the claim of a ‘hygienic crisis’ that authorizes rescue. And, she argues, the largely product-based solutions that follow fail to challenge the social construction of the menstrual body as dirty and in need of concealment. While cast as fundamental to preserving girls’ dignity, MHM prioritizes ‘technological fixes’ that teach girls to discipline their developing bodies vis a vis consumer culture, a move that actually accommodates more than it resists the core problem of menstrual stigma.

Book excerpt: Menstruation provides one of the few shared bodily functions that most women will experience during their lifetimes. Yet, these experiences are anything but common. In the United States, for the better part of the twentieth century, menstruation went hand-in-glove with menstrual hygiene. But how and why did this occur? This book looks at the social history of menstrual hygiene by examining it as a technology. In doing so, the lens of technology provides a way to think about menstrual artifacts, how the artifacts are used, and how women gained the knowledge and skills to use them. As technological users, women developed great savvy in manipulating belts, pins, and pads, and using tampons to effectively mask their entire menstrual period. This masking is a form of passing, though it is not often thought of in that way. By using a technology of passing, a woman might pass temporarily as a non-bleeder, which could help her perform her work duties and not get fired or maintain social engagements like swimming at a summer party and not be marked as having her period. How women use technologies of passing, and the resulting politics of secrecy, are a part of women's history that has remained under wraps.

Book excerpt: Social purity in the anti-slavery tradition, struggled to prevent State-regulated prostitution in the 19th century and neo-regulation in the twentieth. Joining with Mid-Western and Far Western purity reform associations and with the vigilance societies formed to end the traffic in white slaves, the American Purity Alliance left those organizations to join the Rockefeller and physician dominated American Social Hygiene Association. Seen as old lights by Rockefeller, purity reformers and their feminist allies were pushed to the periphery of power. They struggled to maintain the environmental implications of social hygiene, but lost to the eugenic/hereditarian thought that narrowed the movement's implications. This study raises new questions about American feminism, Progressive reforms, public health, and the significance of women's suffrage. Rather than rescuing prostitutes, the movement resulted in their further criminalization, deportation, and detainment. Venereal disease rates, rather than declining as they had in Europe, rose dramatically in the 1920s as a result of policies implemented between 1900 and 1920. Ultimately, the repression of white slave traffic and the closing of the red light districts rivaled or exceeded the scope of Prohibition upon the nation. Pivar provides a comparative perspective often missing in other studies of policy toward prostitution and venereal disease.
