Moreover, protecting the right of women and girl child, enhancing their status by ending practices and customs which perpetuates gender discrimination and finally, formulating policy for safeguarding the interests of female and headed households (FHHs) is the need of the hour.

Book excerpt: 'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.

Book excerpt: As India strives to improve overall social and economic conditions and gender relations through policies such as the abolishment of dowry, increasing the legal age at marriage, and promoting educational opportunities for girls, serious challenges remain, especially in rural areas. Gender Equality and Inequality in Rural India focuses on the extent to which economic development has resulted in positive changes in women's empowerment and reproductive health, as well as in sex preference. Based on a study from a village in Maharashtra where impressive gains in economic development have occurred in recent decades, Carol Vlassoff examines the impact of son preference on fertility and rural women's economic empowerment and other aspects of reproductive behavior. She provides evidence of the added value of their employment beyond the traditional wage labor and domestic spheres, and argues that policies aimed at closing gender gaps in social inequalities must be complemented by policies fostering employment opportunities for women. While many studies have demonstrated the importance of social empowerment for improved reproductive health, this is the first to separate out the differential effects of social and economic factors. This work goes even further than economic arguments by demonstrating, on the basis of a robust statistical analysis, that women's education and their professional labor force participation contribute to better health and wellbeing of rural society, including through reductions in fertility, son preference, and infant and child mortality.

Book excerpt: This paper utilises micro data on consumption, family composition and land ownership of nearly 70,000 rural Indian households to analyse poverty in rural India. The study, conducted at the disaggregated level of individual States, examines the impact of household size and composition, caste, gender of household head, and size of land ownership on a household's poverty status. The introduction of consumption economies of household size and of adult/child consumption relativities affect the poverty estimates but not the State poverty rankings. Scheduled castes/tribes are more vulnerable to poverty than others. In contrast, female headed households display, in many States, higher poverty only in the presence of size economies and adult/child relativities. However, the latter result is not always true. On this and in several other respects, the study finds sharp differences between the constituent States of the Indian Union.
