It views empowerment as a process having personal, economic, social and political dimensions, with personal empowerment being the 'core' of the empowerment process. The study establishes that MFPs create empowerment promoting conditions for women to move from positions of marginalisation within household decision-making process and exclusion within the community, to one of greater centrality, inclusion and voice. The social processes of MFPs strengthen women's self-esteem and self-worth, instill a greater sense of awareness of social and political issues, leading to increased mobility and reduced traditional seclusion of women. Most importantly, MFPs enable women to contribute to the household economy, increasing their intra-household bargaining power. However, the study recognises the limitations to the transformative capacities of MFPs, especially those operating from a minimalist framework, as economic empowerment doesn't always lead to a reversal in gender relationships.

It has emerged as an active agent of financial inclusion, ensuring economic, and social upliftment of the unprivileged. Microfinance is being operated through two channels Self-help Group-Bank Linkage Programme (SBLP) and Micro-finance Institutions (MFIs). The special characteristic of SBLP is its direct connection with the clients at the grass-root level and working towards poverty reduction by providing financial support. The paper is based on a field study on SBLP undertaken for women in the Varanasi District of Uttar Pradesh, India. The increase in women’s participation in economic activities and decision-making reveals that SHGs have made an impact. SHGs have also helped them to create a common platform to participate, discuss, and find a solution of their problems. Women’s income and occupation structure under SHGs have also influenced the standard of living and empowerment level significantly.

Book excerpt: The women's SHG model is a home grown Indian model.Based on the principles of self-help, self-management, self-responsibility and self-reliance, the groups were mobilized by promoting institutions (often NGOs).The self help promoting institutions found that saving and loans could be the binding factor for groups to remain active and pursue their own agenda. NABARD launched a pilot to link SHGs to banks in 1992 which provided these institutions with a boost. The Reserve Bank of India (RBI) permitted banks to open saving accounts in the name of informal SHGs and lend to those groups without cash collateral and without asking for the purpose of the loan. Since 1996, SHG banking has been recognized as regular banking activity. In the process SHGs emerged as mass movement across the country and the largest community based micro finance model in the world.Two decades of the SHG movement has demonstrated positive impact on poverty. The model offers great potential to have millions of member-owned, member-managed and member-used organizations of the poor. In a nutshell this book is highly useful for those who want to do further research on SHGs & women empowerment.

The poor who need money for purchase of various consumption goods quite often meet their contingencies by borrowing from professional money-lenders and others at high rates of interest. SHGs have been extremely effective in creating the habit of savings among the rural poor and mobilizing it for common good. Government and NGOs should look beyond credit and follow the 'credit with social development' approach. Policy implications and programme attributes are to be framed to achieve better results in reducing poverty and empowering women.

Keeping this in view the central and state governments have been implementing many programmes and schemes to empower women economically, socially, politically and legally. One such programme is empowering women through micro-credit vis-a-vis Self-Help Groups. Self Help Groups (DWCRA Groups), as sub-scheme of integrated Rural Development Scheme (IRDP), started in Andhra Pradesh in 1982-83 with UNICEF cooperation with the primary objective of focusing attention on the women members of rural families living below the poverty line with a view to generate self employment on a sustained basis. The focus of SHG strategy is on participation, savings, and credit and income generation for economic empowerment of poor households.
