Available in PDF, EPUB and Kindle. Book excerpt: In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels. An added value is that it helps add focus to our work as civil society activists involved in ensuring the application of the SSF Guidelines. Book excerpt: In many developing countries, agricultural extension services are generally biased towards men, with information targeted mainly to male members of a farming household and in formats that are rarely tailored to female members. Nevertheless, female farmers may also benefit from such services as this may affect their ability to make informed decisions, resulting in increased farm productivity, household income, and welfare. We conduct a gendered field experiment among maize-farming households in eastern Uganda to test whether video-enabled extension messaging affects outcomes related to maize cultivation. In this experiment, men, women, and couples are shown randomly assigned videos about improved maize management practices in which male, female, or both male and female actors are featured. We first vary exposure to the videos by gender to test the effects of changes in intra-household information asymmetries, investigating whether involving women as recipients of information increases their ability to participate in household decision-making, and thus their involvement in household production choices. We then vary exposure to the gender of the actors in the videos to test for role-model effects, exploring whether involving women as information messengers challenges the idea that decision-making is a predominantly male domain, in turn affecting women’s outcomes. Results show that targeting women with information increases their knowledge about improved maize management practices, their role in agricultural decision-making, the adoption of recommended practices and inputs, production-related outcomes, and the quantity of maize women sell to the market. Results for the role-model effects are mixed, and are evident more in joint household outcomes than individual women’s outcomes. Overall, our findings suggest that in the context of our study, extension efforts aimed at directly addressing intra-household information asymmetries may be a first-best means of empowering women in agriculture. Other, more subtle means that seek to influence perceptions and norms about gendered roles in the household may not generate expected effects or work via expected impact pathways, though they remain worth further exploration.

Moreover, the role and participation of professional women in marine resource management and policy remains under-studied and largely unacknowledged. The lack of understanding of women's role in fisheries policy-making is biasing the ways in which management decisions are made and how conservation and fisheries management programs are designed. This study documents and examines the implications of women's participation at national and regional levels of marine resource management in a large multinational marine conservation program, the United States Coral Triangle Initiative (US CTI) Support Program. The study uses a mixed-methodological approach to examine factors that affected women's degree of empowerment in the US CTI. Using a combination of quantitative surveys, social network analysis and qualitative interviews, results indicate that women's participation in US CTI regional activities contributed to their empowerment. The potential for international programs to contribute to increased gender parity in regional and national decision-making was demonstrated through increased capacity, new social connections, enhanced leadership and changing cultural attitudes.

It has also been slow in finding uses for by-products and processing wastes, compared with the meat and poultry industries. The utilization of fisheries by-products or wastes constitutes an area in which the application of modern techniques could potentially improve profitability. At present, increased attention is being focused on the application of new biotechnological methods to operations related to the seafood industry, with the objective of increasing its general efficiency. Because fish processing operations are commonly carried out in the vicinity of the sea, most of the resulting fish wastes have been disposed of by returning them to it. Pollution control measures and a better understanding of the valuable composition of the products extracted from the sea are expected to encourage their recovery and the develop ment of new products from them. In the past, fisheries wastes and species not used for food have been generally utilized through techno logical processes with a low level of sophistication, such as those for the production of animal feed and fertilizer. Limited economic success has accompanied the application of physi cal and chemical processes for the recovery of non-utilized fisheries biomass and for the production of quality products from them.

Book excerpt: Worldwide, women's contributions in the fisheries sector are significant and include fish harvesting, processing, and marketing, among others. However, women often face discrimination and are not recognized in the sector by their male counterparts, managers, and policymakers. This thesis aims to examine the motives for the establishment of women organizations in Indonesia, the Indonesian Fisherwomen's Sisterhood Group (Persaudaraan Perempuan Nelayan Indonesia/PPNI), and to investigate how the lives of women belonging to the organization have changed. This study is based on a qualitative case study using both primary and secondary sources. The primary data consists of interviews conducted via Zoom and phone interviews. This study adopts a Feminist Political Ecology (FPE) framework to examine barriers that women experience that led to the collective action to establish a women-specific fishery organization. Issues related to economic and environmental changes, lacking access to decision-making processes and resources, and lacking recognition were pivotal for women in the sector to organize themselves. This study found that being part of the organization can become a strategy for women in fisheries to overcome barriers in the sector. This study also shows that PPNI allows women in the sector to renegotiate their roles and rights within their households, communities and in the sector. Thus, since the establishment of PPNI, the organization has made efforts to foster gender equality, mainly to support changing women's lives through women's empowerment.
