Inspired by recent work in the field of feminist diplomatic history, this book offers the first comparative examination of women's presence in senior national security positions in the United States executive branch. Sylvia Bashevkin looks at four high-profile appointees in the United States since 1980: Jeane Kirkpatrick during the Reagan years, Madeleine Albright in the Clinton era, Condoleezza Rice during the George W. Bush presidency, and Hillary Rodham Clinton in the first Obama mandate. Bashevkin explores the extent to which each of these women was able to fully participate in a domain long dominated by men, focusing in particular on the extent to which each shaped foreign policy in meaningful ways. She looks particularly at two specific phenomena: first, the influence of female decision-makers, notably their ability to make measurable difference to the understanding and practice of national security policy; and second, leaders' actions with respect to matters of war and women's rights. The track records of these four women reveal not just a consistent willingness to pursue muscular, aggressive approaches to international relations, but also widely divergent views about feminism. Women as Foreign Policy Leaders shows how Kirkpatrick, Albright, Rice, and Clinton staked out their presence on the international scene and provided a crucial antidote to the silencing of women's voices in global politics.

Some military interventions explicitly try to transform the domestic institutions of the states they target; others do not, instead attempting only to reverse foreign policies or resolve disputes without trying to reshape the internal landscape of the target state. In Leaders at War, Elizabeth N. Saunders provides a framework for understanding when and why great powers seek to transform foreign institutions and societies through military interventions. She highlights a crucial but often-overlooked factor in international relations: the role of individual leaders. Saunders argues that leaders' threat perceptions—specifically, whether they believe that threats ultimately originate from the internal characteristics of other states—influence both the decision to intervene and the choice of intervention strategy. These perceptions affect the degree to which leaders use intervention to remake the domestic institutions of target states. Using archival and historical sources, Saunders concentrates on U.S. military interventions during the Cold War, focusing on the presidencies of Eisenhower, Kennedy, and Johnson. After demonstrating the importance of leaders in this period, she also explores the theory's applicability to other historical and contemporary settings including the post–Cold War period and the war in Iraq.

It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.
