Book excerpt: Based on a broad literature review, this publication discusses rural women’s time poverty in agriculture, elaborates on its possible causes and implications and provides insight into the various types of constraints that affect the adoption of solutions for reducing work burden. This paper raises questions about the adequacy of women’s access to technologies, services and infrastructure and about the control women have over their time, given their major contributions to agriculture. It also look s into the available labour-saving technologies, practices and services that can support women to better address the demands derived from the domestic and productive spheres and improve their well-being. The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.

Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. Almost all women farmers in the country depend upon agriculture as a major source of income to enhance their food security. There has thus far been no systematic study about the impact of climate change on food security of women farmers. Therefore to fill this lacuna, the present study was conducted in five Village Development Committees with 150 households of Udayapur district in Nepal. The present research aims to study the perception of farmers about climate change, the impact of climate change on agriculture and food security. It also documents the adaptation strategies that farmers practice. The study also attempts to study the agricultural policies through a gender perspective and identify the gaps in the policy. Both primary and secondary sources were used for data collection. The production of the major food crops like wheat, maize, rice, fruits fresh vegetables and livestock has been in relative decline since the past several years. Sometimes total crop failure occurred due to drought, excessive rainfall or an epidemic of insects, pests and diseases. The change in the climatic pattern has resulted in decreased crop productivity that increases food insecurity of the people. Farmers use different adaptation measures to cope with the adverse effect of climate change. These helped to minimise crop losses and improve the food security situation of women farmers by preventing crop loss. The national agricultural policy was found lacking in gender sensitivity. Based on the analysis of the data, recommendations have been made to the government.

This gender guidance note seeks to facilitate policy dialogue on how to best synchronize gender equality and women’s empowerment policy objectives and food security and nutrition ones, to enhance coordination between the two policy domains, and ultimately enable women on an equal basis with men to realize their potentials as key partners in improving food security and nutrition.
