Available in PDF, EPUB and Kindle. Book excerpt: Men continue to outnumber women in public school superintendent roles by a 4:1 ratio. However, women outnumber men by a 4:1 ratio in teaching roles in public school districts. In addition, more women than men hold superintendent certificates and educational doctorates. Due to this puzzling discrepancy, it is important to understand possible factors in the form of gendered barriers to access that could lead to the unequal representation of women in superintendent positions. In this study, I examined how these barriers manifested in the experiences of female superintendents participating in the study, how they influenced the hiring experiences of these participants, and how they impacted these female leaders throughout their careers. With this study, I investigated barriers associated with holding mechanisms, gendered norms, and gendered filters that may limit women's access to superintendent roles. Women's experiences of the origins and effects of gender normative perceptions and hiring practices have potential for contributing to the study of gender equity in the field of education and beyond. Findings could provide implications for increasing women's opportunities to serve beyond central office positions in public school districts. Possibilities exist for identifying practices in organizations that have hired women to serve at the highest level of school district leadership; that of the superintendent of schools.

The purpose of this quantitative research study was to determine if a dominator culture existed and affected negotiation and access power gender inequities between male and female superintendents in the public school system in the state of Missouri. In addition, this study investigated 435 public school districts and their distinctive characteristics when compared by superintendents' gender. The characteristics studied were: equity among men's and women's salaries and mileage reimbursement (negotiation power); number of sick, personal, and vacation days given (negotiation power); monetary allowance, health, life, and dental insurance, car usage, and professional dues compensation (negotiation power); district assessed valuation among men and women superintendents (access power); school enrollment (access power); and school accreditation (access power); and which negotiation and access power variables best discriminated between male and female superintendents. This information should contribute to the knowledge of what women superintendents must face and overcome in a male dominated profession. Conclusions . After inspection and reflection of the findings documented in this study, several conclusions were warranted. Male "insider" domination of the superintendency remains strong in public schools in the state of Missouri. Women have low negotiation power compared to men as demonstrated by significantly lower salaries. Access power for women when compared to men shows large differences in accessibility to larger, wealthier school districts. Male domination has been perpetuated because of men's past access to the superintendency positional power. For this male domination to be broken, female superintendents must gain access to larger, wealthier districts and increase the number of women employed in the superintendency. Recommendations . Future investigation could reveal why negotiation and access power variables are so significantly different between men and women superintendents. Future studies could be conducted to investigate if the variables differ because of gender discrimination, lack of women in the superintendency, due to the difficulty of being hired in districts as a female, lack of women in the superintendency due to other reasons unknown, or other factors that create this discrimination. Finally, a comparison of variables in five to ten years would assist in analyzing the lack of women superintendents as compared to men to reveal if the discrimination has subsided or is still prevalent.

Book excerpt: The goal of this qualitative case study was to revisit Bandura’s agency, self-efficacy theory, and Kram’s mentor theory to address the disproportionality between the number of men and women superintendents in Texas. Despite extensive female representation in classrooms, campus leadership, and central office positions, the number of women superintendents remained relatively unchanged for nearly a decade. Access to mentors, leadership pipelines, career pathways, and other factors was examined to identify current and prior barriers to promotion. Semistructured interviews gathered reflections and experiences from the lens of seven current women superintendents and six mentors of women superintendents. Survey responses from women superintendents were also collected. Thematic coding of interviews facilitated the analysis of the data. Findings included the potential benefits of increasing agentic behaviors and self-efficacy through supportive mentoring relationships before and after women entered the superintendency.
