Book excerpt: A growing body of literature has investigated the effects of living in certain neighborhoods on child maltreatment. Relatively few (5) studies to date have utilized methods that adequately account for clustering within neighborhoods. None of these 5 studies accounted for the availability of local child maltreatment prevention services - the very programs that were put in place to address the problem of maltreatment. This dissertation investigates the role of the availability of child maltreatment prevention programs in individual-level risk for maltreatment. First, this study provides an overview of the current state of research on neighborhood effects and child maltreatment. Paper 1 shows that there is evidence for an association between neighborhood level poverty and maltreatment, above and beyond the individual-level effect. However, the associations between the other neighborhood-level variables are much weaker and inconsistent across studies. In paper 2, a multi-level analysis was conducted using county-level information on child maltreatment prevention program spending, census information on county characteristics, and individual-level data on individual risks for maltreatment and maltreatment behaviors. Results show that controlling for individual- and county-level risks for maltreatment, the amount a county spends on maltreatment prevention programs decreases the odds of maltreatment at the individual level. Finally, paper 3 investigates the way in which child protective services (CPS) workers use their knowledge of available maltreatment prevention programs in making their maltreatment decisions. Using qualitative data from in-depth interviews conducted with CPS workers and supervisors, the results show that these workers consider the availability and quality of prevention programs when deciding whether to investigate and substantiate maltreatment, open a case, and remove a child. Implications for research and policy are discussed.
