In this report, the Court examines whether this support for the wine sector is well managed and whether it has improved the competitiveness of EU wines. During its audit the Court found that the need to provide investment aid to the wine sector, in addition to the aid already available under rural development policy, had not been demonstrated. Promotion support was often used to consolidate market share rather than to win new markets. Moreover, the Court identified promotion operations which would have been undertaken anyway, even without public funding. Finally, the impact of the assistance on the competitiveness of EU wine producers was not always demonstrated. Book excerpt: The Committee's earlier report (HLP 144-I, session 2006-07; ISBN 9780104011249) set out its emerging conclusions on the European Commission's proposals for reform of the EU wine sector. Having considered the Government's views on the adequacy of the Commission's proposals (the evidence given by Lord Rooker is included in this report), the report reaffirms the Committee's earlier opinion that the Commission's proposals broadly constitute an important step towards setting the EU wine industry onto a sounder basis, although serious reservations remain about two specific proposals: to extend the current ban on new plantings from 2010 until 2013 and to prohibit the use of sucrose in wine making. The report also considers some underlying weaknesses of the present system, including attitudes to wine production, which appear to be too oriented towards the needs of producers and not enough towards those of consumers; changes in public attitudes to wine which the EU wine industry has been slow to recognise; with the different structure and modus operandi of the New World wine industries which have enabled them to achieve an increasing share of the EU wine market; and with the need for more vertical integration of the industry, from wine growing through production to marketing.

Although wine consumption is on the increase in some parts of the EU, including Britain, demand is falling within the Community as a whole, especially in those countries where most EU wine is produced. While exports of wine to non EU Member States have been steadily rising and are generally healthy, imports to the Community from so-called New World countries (in particular, the United States, Australia, South Africa and Chile) have been rising more sharply in recent years and are now almost on a level with exports. This, together with a succession of good wine harvests, has resulted, in four out of the last six years, in a significant surplus of wine produced in the EU. This interim report sets out emerging conclusions from the Committee's inquiry into the EU wine sector and the European Commission's proposals for its reform. Although some reservations are noted, the report broadly supports the Commission's proposals, including in relation to ending all subsidies for distillation and its associated storage, relaxing regulations on wine labelling, and the inclusion of vine-growing areas within the ambit of the Single Farm Payment and its rules regarding cross-compliance. However, the report criticises some aspects of the reform proposals, including in relation to: extending the planting ban beyond 2010, and the requirement on producers to use grape must rather than sucrose in wine-making.
