The environmental issues caused by mining, transportation and consuming of conventional fuels are getting more and more serious. Wind energy, as a strong power on earth, has been developed for decades. With much attention drawn to it and the development of technology, the cost of wind power has been reduced to a relatively competitive price. Thus the utilization of wind power has been widely obtained globally. However, the cost of wind power is still too high to compete with conventional thermal power if without incentives. As a result, it is important to find influential factors to this problem. This research paper presented the cost and profit of wind power in a more comprehensive way. Firstly, this paper introduces a basic analysis of wind power cost. The cost of wind power mainly consists of three part: investment cost, operation and maintenance cost and financial cost. Site selection, wind energy source, turbine selection method along with tax policies are also discussed here. And then a mathematical model is derived. From this model, we can perceive the composition of wind power cost. Secondly, the integration cost and environmental are discussed in this paper. The randomness of wind resource and the uneven distribution of electricity supply and demand lay heavy burden on electricity management, so that additional reserve capacity and energy storage technology are under development. Damages caused by coal production, transportation and use add environmental value to wind power generation. The social and environmental benefits are constantly ignored when calculating wind power cost, and the cost spent on grid integration caused by the uncertainty of wind energy should also be considered. Finally, an integrated model is derived, analyzing factors influencing wind power cost. A 50MW wind farm is assumed to be built in Urumqi area. It's cost along with its environmental value is calculated using the method discussed in this report. And the result is compared with wind power price and coal piece.

The widespread acceptance that most of the observed increase in globally-averaged temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic greenhouse gas [GHG] concentrations' has increased political pressure on governments to reduce GHG emissions. At the same time, rising oil prices have made the reduction of dependence on energy imports and diversification of the energy mix strategic imperatives for many countries around the world. While governments worldwide are confronted with this dual challenge, it is of special relevance to China. On the one hand, China has recently become the world s largest emitter of CO2, accounting for 24% of global annual CO2 emissions. China is therefore one of the most important players to effectively mitigate global warming and pressure from governments around the world on China to join emission reductions efforts is mounting. On the other hand, energy demand is growing exponentially and China is increasingly relying on energy imports to satisfy energy needs. Worried that growing dependency on energy imports may be accompanied by foreign-policy and economic pressures that might threaten national security as well as social and political stability, China has implemented a number of policies to address this issue ranging from policies to save energy and reduce energy intensity, to the diversification of oil supply sources and routes, the support of equity oil overseas acquisitions and the build up of strategic oil reserves to the diversification of the energy portfolio. In line with the objective to diversify the composition of the energy mix, China s leadership is increasingly realizing the need to reduce emissions and support renewable energy development. At a recently held Politburo study session, President Hu Jintao exclaimed: Our task is tough, and our time is limited. Party organisations and governments at all levels must give priority to emission reduction and bring the idea deep into people's hearts . To address the issue of energy security, the Chinese government has adapted a two-pronged approach. All rights not granted by the above license are retained by the author. Abstract: Wind power generation has experienced an explosive growth worldwide. It is a promising renewable energy source to countries that are short of fossil fuels, e.g. China. While wind power is a distinctive direction to go for, it is still necessary to examine the rationale behind such investing mania, and this thesis analyzes the issue by collectively investment modeling. For investment analysis, it is necessary to first identify the relevant market background before inferring to any analytical model. Chapter 2 identifies a number of wind power investment scenarios in accordance to modern electricity market regime, primarily American and European structures. Among them, two main scenarios are investigated and modeled subsequently: fixed tariff wind power project invested by independent power producer and wind power project undertaken by utility. It has to be emphasized that different market scenarios would lead to different modeling methodologies for best representing the reality. Wind power is intermittent and uncertain. One way to describe the probabilistic energy production is by statistical characterization of wind power in a period of time. Chapter 3 presents a standalone analytical model of the wind power probability distribution and its higher order statistics. Large-scale deployment of wind power would influence power system in unprecedented ways. High penetration wind power poses a need of refinement to existing methodologies on production costing and reliability evaluation. The applications of the probabilistic wind power model to these topics are outlined in this chapter. In Chapter 4, investment of fixed tariff wind power project is analyzed. Operation of wind farm is very passive and as long as wind keeps blowing, such wind power investment has minimal risk in annual revenue. The low-risk profile facilitates debt financing. This leads to the attempt to manipulate the project capital structure to maximize the project levered value. Yet the default probability is raised and associated with a subjective value of default probability there is a value-at-risk debt level. I therefore propose an optimization formulation to maximize the wind power project valuation with debt as decision variable subject to the value-at-risk debt constraint. Apart from independent wind power producers, many policy and market factors driving wind power development are actually put on the utility side, e.g. Renewable Portfolio Standard (Renewable Energy Target) in U.S. (Europe) and Green Power Programs. It implies that utility has to have wind power (or other renewable) capacity ready by a certain date. In practice, utility may take action earlier if conditions are favorable or optimal. The conditions considered here are fossil fuel prices or in more general setting, electricity contract prices. Define the total fuel cost saving from conventional units as the benefit of wind power. If fuel prices are high enough, substituting load demand by wind energy is profitable, vice versa.
