In contrast to the common view that impact investing gears finance toward the solution of social problems, the author analyzes how these investments create new problems and inequalities. To explain how social impact investing became popular in British social policy despite its unclear effectiveness, the author focuses on cooperative relations between institutional entrepreneurs from finance and various non-financial actors. Drawing on field theory, he shows how seemingly unrelated social transformations – such as HM Treasury's expanding role in public service reform – may act as resonance spaces for the spread of finance. Opening up a new perspective on financialization processes in the terrain of public policy, this book invites readers to refocus scholarship on capitalist dynamics to the meso-level. Based on this analysis, the author also proposes ways to transform social impact investing to increase its potential for reducing global inequalities.

This broader approach to the Cthics of healthcare includes a concernwith the social construction of both healthcare goods and the roles, ideals, and obligations of agents; that is to say it focuses upon the 'value field' of health-related action and not only upon the ethics of action within this value field. This groundbreaking book thus seeks to 'open up' the agendaof healthcare ethics both methodologically and substantively: it argues that population-oriented perspectives are central to all healthcare ethics, and that everybody has some share of responsibility for securing health-related goods including the good of greater health equality. One of its major conclusions is that the rather limited tradition of health education policy and practice needs a complete re-think.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

This book responds to this challenge by showing that deliberative democracy has crucial, but largely untapped, normative implications for societies deeply divided along ethnic lines. Its central claim is that deliberative norms and procedures can enable the citizens of such societies to build and sustain a stronger sense of common national identity. More specifically, it argues that the deliberative requirements of reciprocity and publicity can enable citizens and representatives to strike an appropriate balance between the need to recognise competing ethnic identities and the need to develop a common civic identity centred on the institutions of the state.Although the book is primarily normative, it supports its claims with a broad range of empirical examples, drawn from cases such as Bosnia and Herzegovina, Lebanon, Macedonia, Northern Ireland and South Africa. It also considers the normative implications of deliberative democracy for questions of institutional design. It argues that power-sharing institutions should be conceived in a way that allows citizens as much freedom as possible to shape their own relation to the polity. Crucially, this freedom can enable them to reconstruct their relationship to each other and to the state in ways that ultimately strengthen and sustain the transition from ethnic conflict to democracy.
