Notes that one of Henry's cows is missing and Caesar, possibly a slave or servant, has been searching for her.

Discusses financial transactions he apparently conducted on Knox's behalf, including payment of a reward for capturing a deserter from Lieutenant Kersey's troops (see GLC02437.03960). Transmits news of the Constitution and projected location of Congress: Congress have undone yesterday all they had heretofore done with respect the Ordinance, and nothing today has been transacted on the business so that where they will next meet is uncertain. North Carolina has rejected the Constitution by a great Majority.

Criticizes what he calls vile water-gruel governments which have taken place in most of the States... Praises Massachusetts, stating The same tone, sentiment, & exertion, pervading all the States would indisputably render this the last Campaign. Reports that the British recently sent ships up the Hudson River to sabotage Continental communication but were unsuccessful. Promises to write as often as possible, though the post follows a circuitous route. Written at Philipsburgh, New York (present-day Sleepy Hollow).

Comments that the officer from the frigate, who has brought part of the loan negotiated by John Laurens, did not seem to know that there is such a place as Holland or...the Vienna Congress. Reports that a mutual friend named Mrs. Tarois is ill and S. Winslow, Henry's cousin, has married.

Says affairs in France have taken a turn since the King accepted the constitution. He was also given a 12,000 pound yearly allowance and was allowed to retain most of his palaces. After accepting, most of the anger about his flight from Paris was forgotten. Says vive le Roi after an interregnum of some months, is vociferated in the same notes as formerly at Paris. Says the Emperor of Germany and the King of Prussia have met to discuss the affairs of France and to give relief to King Louis. The King's recommendation to give a general pardon to refugees without exception was a made a law on a motion by Lafayette, which has already produced the effect of changing in a considerable degree the tone of that description of persons many of whom have for some time past seen the end of their resources and consequently will return to their Native country. Says Luzerne died recently in England, and believes the situation in France contributed to his demise. Says that Fran?ois-Marie, marquis de Barth?lemy, is slated to be advanced to the ambassadorship. States that George Hammond has probably already arrived in America, and the Duke of Leeds used his influence to get Hammond the job. Relates that Hammond began his diplomatic career with David Hartley in Paris in 1783. Mentions family life.
