I do not know what he means by obtaining a revision of the Judgment-The Object of the Secretary of State, was to have this Cause removed to the Circuit Court of the United States, where alone it can be placed on a proper and safe footing. He believes that had the proper evidence been allowed in court, it would have produced a different decision. Bingham tells Knox, I have offered to pay it into the Treasury-but the Comptroller refuses to receive it as he cannot view it as public Money.
