Book excerpt: The United States Homeland Security Federal Emergency Management Agency (FEMA) must be prepared at all times to supplement state and local emergency personnel, or to provide logistics support during disaster relief operations. A significant number of people criticized FEMA slow response to Hurricane Katrina, one of the worst natural disasters in U.S. history. Based on lessons learned, Homeland Security Secretary Michael Chertoff stated in his testimony to the Senate Committee on Homeland Security and Governmental Affairs on 15 February 2006, that FEMA ability to get supplies to the needed areas in a timely manner was limited because its logistics systems were not adequate for an enormous catastrophic disaster. Secretary Chertoff also stated the first step to improving FEMA capability was to work with other federal agencies and private businesses to create a twenty-first century logistics management system. According to the Logistics Management Support Annex of the Federal Response Plan, dated January 2003, managing logistics is a process of planning, preparing, implementing, and evaluating all logistics functions in support of an activity or operation. This thesis will define a twenty-first century logistics management system, examine FEMA logistics management system during Hurricane Katrina, and determine what changes must occur to strengthen it. Finally, recommendations will be made on how FEMA can provide quality logistics support for future catastrophic disaster relief operations.

The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. Focusing on the supply chains food, fuel, water, pharmaceutical, and medical supplies, the recommendations of this report will assist the Federal Emergency Management Agency as well as state and local officials, private sector decision makers, civic leaders, and others who can help ensure that supply chains remain robust and resilient in the face of natural disasters.

Book excerpt: When a disaster occurs in the United States, individuals in the impacted areas look to the local, state and federal government agencies to provide aid in the form of food, water, shelter, and other essential commodities. The responding agencies have the task of preparing their logistics networks in advance of a disaster to enable them to meet the demand for these essential commodities shortly after an event occurs. This thesis uses stochastic modeling and related metrics to answer three central questions that inform the development of a framework for applying these metrics for evaluating the disaster response capacity of a logistics network. The thesis answers the questions of (1) where should inventory be placed, considering both normal, steady-state allocation of inventory as well as allocation of inventory in advance of a notice event such as a hurricane, (2) how does private sector involvement change the response capacity of a logistics network, and (3) what is the impact of reduced demand for critical commodities on the logistics network's ability to respond? Two case studies are conducted on the logistics networks of the Federal Emergency Management Agency (FEMA) and the Florida Division of Emergency Management (FDEM). Results from these case studies indicate that applying stochastic modeling and the associated metrics to inform the allocation of critical commodities in a logistics network demonstrate measurable benefits in terms of fraction of overall demand met, time to serve a disaster affected population, and related metrics. For prepositioning decisions in FDEM's logistics network the benefits were particularly convincing. By locating stock closer to the areas predicted to suffer the greatest losses, FDEM is able to decrease the time per unit served of two critical commodities by 10-15%. For FEMA's logistics network, results indicate that restructuring the terms of contract stock has the potential to increase fraction of overall demand served by 14% within 24 hours after a disaster and 16% within 36 hours after a disaster.
