Book excerpt: The establishment of Wildlife Management Areas (WMAs) has been adopted as intervention to safeguard the wildlife and their habitats outside the core protected areas in Tanzania. Along with their conservation role, WMAs provide an opportunity for local communities to derive economic benefits from wildlife-based enterprises on their land. WMAs primarily rely on revenues generated from photographic and hunting tourism to support operational activities and create incentives for the local communities to conserve wildlife resources. The current global travel restrictions and lockdown caused by an outbreak of COVID-19 pandemic have reduced a vital funding source for WMAs. This, therefore, undermines the ability to manage the wildlife resources and reward communities for the opportunity cost of their land and other costs associated with coexisting with wildlife. This chapter examines the extent to which the decline of tourism revenues as a result of the outbreak of COVID-19 pandemic has affected WMAs as a framework for local communities to manage and benefit from wildlife. Data were collected through semi-structured interviews on five WMAs in Northern Tanzania that were purposively selected based on their ability to generate a significant amount of revenues from tourism. Findings show that the decline of tourism revenues triggers unprecedented adverse effects on the conservation of wildlife resources within WMAs. Livelihood of the local communities is also affected due to loss of employment opportunities and drop-off of tourism income obtained from the sales of local goods to the tourists and tourist hotels. We recommend the creation of local mechanisms for revenue acquisition that are more resilient to global shocks, diversifying revenue-generating options within WMAs, and putting in place the right funding model that would warrant WMAs sustainability.

Available in PDF, EPUB and Kindle. Book excerpt: Through a cross-sectional research design, this study examined power struggles in Burunge Wildlife Management Area (WMA) in Tanzania. Four out of ten villages comprising the WMA were purposively selected, and data were collected via focus group discussions, key informant interviews, questionnaires to household heads, and a literature review. Results showed that the central government, investors and non-government organisations held institutional and strategic powers, while the democratically elected Village Councils held structural powers and lost most of their pre-WMA institutional powers to a legally required new institution, the Authorised Association. Therefore, Village Councils lost influence on strategic, institutional and management decisions pertinent to the WMA and their constituencies,Äô livelihoods. Accordingly, Burunge WMA de-democratised wildlife management by eroding the relevance of Village Councils to their constituencies. The study also found power struggles over revenues, land management and access to resources among the stakeholders, mainly due to a divergence of interests. However, there was no conflict management mechanism in place. Hence, we recommend that the institutional powers to establish, govern and dissolve WMAs should go back to Village Councils. The purpose is to establish economic incentive structures that promote (i) wildlife conservation, (ii) an equitable distribution of associated costs and benefits between Village Councils forming WMAs and (iii) an equitable distribution of costs and benefits between WMAs and higher levels of government as well as international conservation NGOs.

Instead of re-engaging in the rich transition debate in which the transformation of agriculture is seen as a necessary historical step to usher in dynamic capitalist (or socialist) development, this collection critically examines the centrality of land in contemporary development discourse in India. Consequently, the focus is on the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes such as acquisition of land by (local) states for infrastructure development and to support accumulation strategies of private business through industrialization. Land in India is sought for non-agricultural purposes such as purchasing land to reduce risk and real estate development. Land is also central to tribal communities (adivasis), whose livelihoods depend on it and on a moral economy that is independent of any price-driven markets. Adivasis tend to hold on to such property, not as individual owners for profit, but for collective security and to protect a way of life. Thus land, notwithstanding its role in the accumulation process, has been, and continues to be, a turbulent arena in which classes, castes, and communities are in conflict with each other, with the state, and with capital, jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume goes beyond the traditional political economy of the agrarian transition question, and deals with, inter alia, distributional conflicts arising from acquisition of land by the state for capital accumulation on the one hand and its commodification on the other. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and the multifaceted regional diversity of acquisition experiences in India.

Narrating Nature brings together various ways of knowing nature from differently situated Maasai and conservation practitioners and scientists into lively debate. It speaks to the growing movement within the academy and beyond on decolonizing knowledge about and relationships with nature, and debates within the social sciences on how to work across epistemologies and ontologies. It also speaks to a growing need within conservation studies to find ways to manage nature with people. This book employs different storytelling practices, including a traditional Maasai oral meeting—the enkiguena—to decenter conventional scientific ways of communicating about, knowing, and managing nature. Author Mara J. Goldman draws on more than two decades of deep ethnographic and ecological engagements in the semi-arid rangelands of East Africa—in landscapes inhabited by pastoral and agropastoral Maasai people and heavily utilized by wildlife. These iconic landscapes have continuously been subjected to boundary drawing practices by outsiders, separating out places for people (villages) from places for nature (protected areas). Narrating Nature follows the resulting boundary crossings that regularly occur—of people, wildlife, and knowledge—to expose them not as transgressions but as opportunities to complicate the categories themselves and create ontological openings for knowing and being with nature otherwise. Narrating Nature opens up dialogue that counters traditional conservation narratives by providing space for local Maasai inhabitants to share their ways of knowing and being with nature. It moves beyond standard community conservation narratives that see local people as beneficiaries or contributors to conservation, to demonstrate how they are essential knowledgeable members of the conservation landscape itself.
