Book Wildfire Suppression

Download or read book Wildfire Suppression written by Neal Jenkins and published by Nova Science Publishers. This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal government is responsible for managing wildfires that begin on federal lands -- such as national forests or national parks -- while the states are responsible for managing wildfires that originate on all other lands. The federal government's wildfire management responsibilities -- provided primarily through the Forest Service (FS) and Department of the Interior (DOI) -- include prevention, detection, response, and recovery. The Federal Emergency Management Agency (FEMA) may also provide disaster relief for certain nonfederal wildfires. Congress appropriates wildfire management funding to both FS and DOI. Within their overall appropriations for wildfire, suppression operations are appropriated through two accounts for each agency: the Wildland Fire Management (WFM) accounts and the Federal Land Assistance, Management, and Enhancement Act (FLAME) reserve accounts. If the suppression funding in both of these accounts is exhausted during any given fiscal year, FS and DOI are authorized to transfer funds from their other accounts to pay for suppression activities. Congress also may provide additional funds for suppression activities through emergency or supplemental appropriations. Thus, for any given year, total suppression appropriations to FS or DOI may be a combination of three sources: the WFM suppression activity, the FLAME account, and supplemental appropriations, and the agencies also may access additional funding as needed through transfers. This book provides background information and analysis of funding for federal wildfire suppression operations; summarizes relevant legislative proposals introduced in the 114th Congress; discusses their possible implications; provides wildfire management appropriations data for FY2011-FY2015 and information on the President's FY2016 budget request for wildland fire management; provides general wildfire management statistics; and answers frequently asked questions about FMAGs.

Book excerpt: In 2003, wildfires burned roughly 4 million acres in the U.S., destroyed over 5,000 structures, took the lives of 30 firefighters, & cost over $1 billion to suppress. The substantial expense of fighting wildfires has exceeded the funds appropriated for wildfire suppression (WS) nearly every year since 1990. To pay for WS costs when the funds appropriated are insufficient, the Forest Service & the Interior Dept. have transferred funds from other programs. This report identifies: the amount of funds transferred & reimbursed for WS since 1999, & the programs from which agencies transferred funds; the effects on programs from which funds were taken; & alternative approaches that could be considered for estimating annual WS costs & funding WS. Book excerpt: Background The FS was created in 1905 with the merger of the USDA Bureau of Forestry (which conducted research and provided technical assistance to states and private landowners) and the Forestry Division of the General Land Office (a predecessor of the BLM). [...] However, the agencies include different activities in the accounts (e.g., the BLM historically included fire research and fire facility funding in the preparedness account), and the accounts change over time (e.g., the agencies split operations funding into suppression and other operations in 2001). [...] Thus, the data, taken from the agency budget justifications for the National Fire Plan, have been rearranged for the tables in this report to present consistent data and trends on the three categories of federal wildfire programs since 1999. [...] Some of the variation results from fluctuations in the severity of the fire season in the preceding year, particularly in supplemental emergency funding. [...] L. 110-116) contained $500.0 million for FY2008 wildfire protection on federal lands - $150.0 million for firefighting ($110.0 million for the FS and $40.0 million for the BLM); $215.0 million to repay FY2007 borrowed funds ($100.0 million for the FS and $115.0 million for the BLM); $90.0 million for fuel reduction ($80.0 million for the FS, with $30.0 million available for S&PF programs, and $10.

Book Wildland Fire Management

Download or read book Wildland Fire Management written by Robin M. Nazzaro and published by DIANE Publishing Inc.. This book was released on 2009-12 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our nation¿s wildland fire problems have worsened in the past decade. The Forest Service and four agencies within the Dept. of the Interior are responsible for managing fires on fed. lands. Fed. appropriations to these agencies for wildland fire mgmt. have more than doubled since the late 1990s, averaging $2.9 billion annually in recent years. Rising wildland fire costs have challenged the agencies to meet their land mgmt. responsibilities. This testimony discusses: (1) the budgetary and programmatic effects of the increasing cost of fire mgmt. activities; and (2) steps the agencies could take to help contain wildland fire expenditures and steps they could take, and Congress could consider, to reduce the need to transfer funds from other programs. Book Wildfire Protection Funding

Download or read book Wildfire Protection Funding written by and published by . This book was released on 2005 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The severe 2000 fire season prompted a significant rise in funding for wildfire protection that has been sustained; wildfire appropriations in FY2005 were more than $2.9 billion. Most of the funds ($2.8 billion in FY2005) are to protect federal lands, with funds for reducing fuel loads, for equipment and training, for fighting fires, and for restoring burned sites. Federal funding ($98 million in FY2005) also supports state efforts to protect nonfederal lands. Some wildfire funding ($74 million in FY2005) is used for fire research, fire facilities, and programs to improve forest health. Congress continues to debate wildfire funding levels, with a growing focus on the cost of wildfire suppression. This report will be updated annually to reflect changes in wildfire funding.

Book excerpt: The 2000 and 2002 fire seasons were, by most standards, among the worst in the past. Many argue that the threat of severe wildfires has grown, because of unnaturally high fuel loads (e.g., dense undergrowth undergrown and dead trees), raising concerns about damage to property and homes in the 'wildland-urban interface' (WUI) -- homes in or near forests. Debates about fire control and protection, including funding and fuel treatment (e.g., thinning and prescribed burning), have focused on national forests and other federal lands, but nonfederal lands are also at risk. This new book explores the latest issues dealing with wildfires, the consequences that they sow and what means are being used to prevent and protect the environment and the local populations. Book Federal Funding for Wildfire Control and Management

Available in PDF, EPUB and Kindle. Book excerpt: This report looks at four issues dominating wildfire funding debates: the high cost of fire management, funding for fuel reduction, the federal role in protecting nonfederal lands, and post-fire rehabilitation. The Forest Service (FS) and the Department of the Interior (DOI) are responsible for protecting most federal lands from wildfires, however, many in Congress are concerned that wildfire costs are spiraling upward without a reduction in damages.
