As the process of introducing primary legislation is necessarily a long one the Government has already introduced the Welfare of Wild Animals in Travelling Circuses (England) Regulations 2012 which came into force on 20 January 2013. These Regulations will protect wild animals which stay in circuses in the short term. Two circuses so far have been licensed. However when it comes into force the ban in this draft Bill will supersede the Regulations.
