Moreover, regimes account for a great deal of everyday convenience, ranging from seemingly simple practices like sending a letter abroad to the most complex economic interactions. In fact, "there is now no area of international intercourse devoid of regimes, where states are not circumscribed, to some extend or other, by the existence of mutually accepted sets of rules." Undisputedly, the realist paradigm dominates any debate in International Relations. "Realism has dominated international relations theory at least since World War II." It is therefore obvious to begin the search for an explanation for the growing number of international regimes and states' willingness to participate in them within realism itself. Yet, how can realism, that regards states as sovereign units concerned primarily with their own security and survival in an anarchic international system, account for extensive cooperation in regimes? In order to assess whether realism provides a suitable explanation for the obvious success of regimes, this essay shall compare the realist approach to the neo-liberal account of regimes. Although the existence of international regimes is acknowledged by neo-liberals and realists, the two groups have competing theories about the formation of those regimes. Having looked at these two different approaches to explain the existence of regimes, this essay shall argue that the notion of 'self-interest' is, perhaps surprisingly, the very reason why states would want to participate in regimes and not at all an impediment, as the question suggests. Although factors such as degree of pressure exerted by international actors, ambiguity in the treaty language and a regime's 'lack of teeth' (enforcement and sanctioning mechanism) do affect participation, this book investigates whether internal (domestic) factors may ultimately be responsible for influencing why a state resists or joins international treaty regimes. The volume draws on United Nations treaty ratification data from three different issue areas – arms control, environment and human rights – to study the participation patterns of democracies and non-democracies in international treaty regimes. Incorporating two in-depth case studies on the United States and China, the author traces the impact of domestic institutional structure, state capacity and internal social norms on state decisions to resist or participate.

Keohane’s After Hegemony is both a classic of international relations scholarship and an example of how creative thinking can help shed new light on the world. Since the end of World War II, the global political landscape had been dominated by two superpowers, the USA and the USSR, and the tense stand-off of the Cold War. But, as the Cold War began to thaw, it became clear that a new global model might emerge. The commonly held belief amongst those studying international relations was that it was impossible for nations to work together without the influence of a hegemon (a dominant international power) to act as both referee and ultimate decision-maker. This paradigm – neorealism – worked on the basis that every nation will do all it can to maximize its power, with such processes only checked by a balance of competing powers. Keohane, however, examined the evidence afresh and came up with novel explanations for what was likely to come next. He went outside the dominant paradigm, and argued for what came to be known as the neoliberal conception of international politics. States, Keohane said, can and will cooperate without the influence of a hegemonic power, so long as doing so brings them absolute gains in the shape of economic and cultural benefits. In Keohane’s highly-creative view, the pursuit of national self-interest leads naturally to international cooperation – and to the formation of global regimes (such as the United Nations) that can reinforce and foster it.
