We highlight the channels through which natural disasters may have distributional effects and empirically analyze when and which type of disasters affect inequality in advanced economies (AEs) and in emerging and developing economies (EMDEs). We find that in AEs inequality increases after severe disasters. We also find that inequality increases if severe disasters are associated with growth slowdowns or there are multiple disasters in a year in AEs and in EMDEs. Descriptive evidence for the US also suggests that adverse labor market effects of disasters are likely to fall on vulnerable groups.

Book excerpt: Citizens’ aspirations for the future are politically important; they are linked to welfare and whether citizens engage in forward-looking political and economic behavior. How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Statistical studies on the mode of occurrence of natural disasters largely rely on fundamental findings in the statistics of rare events, which were derived in the 20th century. With regard to natural disasters, it is not so much the fact that the importance of this problem for mankind was recognized during the last third of the 20th century - the myths one encounters in ancient civilizations show that the problem of disasters has always been recognized - rather, it is the fact that mankind now possesses the necessary theoretical and practical tools to effectively study natural disasters, which in turn supports effective, major practical measures to minimize their impact. All the above factors have resulted in considerable progress in natural disaster research. Substantial accrued material on natural disasters and the use of advanced recording techniques have opened new doors for empirical analysis. However, despite the considerable progress made, the situation is still far from ideal. Sufficiently complete catalogs of events are still not available for many types of disasters, and the methodological and even terminological bases of research need to be further developed and standardized. The present monograph summarizes recent advances in the field of disaster statistics, primarily focusing on the occurrence of disasters that can be described by distributions with heavy tails. These disasters typically occur on a very broad range of scales, the rare greatest events being capable of causing losses comparable to the total losses of all smaller disasters of the same type.
