Russia experienced dramatic political breakthroughs in the late 1980s and early 1990s, but it subsequently failed to maintain progress toward democracy. In this book, M. Steven Fish offers an explanation for the direction of regime change in post-Soviet Russia. Relying on cross-national comparative analysis as well as on in-depth field research in Russia, Fish shows that Russia's failure to democratize has three causes: too much economic reliance on oil, too little economic liberalization, and too weak a national legislature. Fish's explanation challenges others that have attributed Russia's political travails to history, political culture, or to 'shock therapy' in economic policy. The book offers a theoretically original and empirically rigorous explanation for one of the most pressing political problems of our time.

This book is the first detailed inquiry into what has been a neglected but critically important trend: the growing links between Russian actors and Western far right activists, publicists, ideologues, and politicians. The author uses a range of sources including interviews, video footage, leaked communications, official statements and press coverage in order to discuss both historical and contemporary Russia in terms of its relationship with the Western far right. Initial contacts between Russian political actors and Western far right activists were established in the early 1990s, but these contacts were low profile. As Moscow has become more anti-Western, these contacts have become more intense and have operated at a higher level. The book shows that the Russian establishment was first interested in using the Western far right to legitimise Moscow’s politics and actions both domestically and internationally, but more recently Moscow has begun to support particular far right political forces to gain leverage on European politics and undermine the liberal-democratic consensus in the West. But Western assumptions about Russia, and in particular about political decision-making in Russia, tend to be out of date or just plain wrong. Under the leadership of Vladimir Putin since 2000, Russia is neither a somewhat reduced version of the Soviet Union nor a classic police state. Corruption is prevalent at all levels of government and business, but Russia's leaders pursue broader and more complex goals than one would expect in a typical kleptocracy, such as those in many developing countries. Nor does Russia fit the standard political science model of a "competitive authoritarian" regime; its parliament, political parties, and other political bodies are neither fakes to fool the West nor forums for bargaining among the elites. The result of a two-year collaboration between top Russian experts and Western political scholars, Autocracy explores the complex roles of Russia's presidency, security services, parliament, media and other actors. The authors argue that Putin has created an “informational autocracy,” which relies more on media manipulation than on the comprehensive repression of traditional dictatorships. The fake news, hackers, and trolls that featured in Russia’s foreign policy during the 2016 U.S. presidential election are also favored tools of Putin’s domestic regime—along with internet restrictions, state television, and copious in-house surveys. While these tactics have been successful in the short run, the regime that depends on them already shows signs of age: over-centralization, a narrowing of information flows, and a reliance on informal fixers to bypass the bureaucracy. The regime's challenge will be to continue to block social modernization without undermining the leadership’s own capabilities.
