Book excerpt: "Soon after overthrowing the Tokugawa government in 1868, the new Meiji leaders devised ambitious plans to build a modern nation-state. Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations. This book traces the unfolding of this process in Nagano prefecture and explores how local people negotiated the formation of the new order in their own communities. "

The shared Confucian cultural heritage, strong government guidance, and export led economies were often cited as contributors to the impressive growth. However, major changes have taken place in Asia on and around the turn of the century: Japan experienced two decades of economic slow-down, while World Bank figures reveal that China is poised to become the largest economy in the world in 2014, overtaking the United States. Bearing this in mind, is it even possible to formulate an East Asian development model in the context of a shifting twenty-first century? And if so, what is it? This book addresses this issue by looking at the economic, political and cultural perspectives of China, Japan and South Korea, focusing on dynamism and potential consensus regarding an East Asian development model. The chapters offer a historical background to the East Asian development model, as well as in-depth case studies of each of the countries concerned to show that whilst the East Asian development model does have distinct characteristics as compared with other areas, and other countries may draw some insights from the East Asian experience, it is not a panacea that fits all circumstances and fits all times. Book excerpt: East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region. While many forces affect democratic consolidation, popular attitudes are a crucial factor. This book shows how and why skepticism and frustration are the ruling sentiments among today's East Asians.
