From 1878 into the period following World War II, over a million Ottoman Muslims became citizens of new European states. In Muslims and the Making of Modern Europe, Emily Greble follows the fortunes and misfortunes of several generations of these indigenous men, women and children; merchants, peasants, and landowners; muftis and preachers; teachers and students; believers and non-believers from seaside port towns on the shores of the Adriatic to mountainous villages in the Balkans. Drawing on a wide range of archives from government ministries in state capitals to madrasas in provincial towns, Greble uncovers Muslims' negotiations with state authorities--over the boundaries of Islamic law, the nature of religious freedom, and the meaning of minority rights. She shows how their story is Europe's story: Muslims navigated the continent's turbulent passage from imperial order through the interwar political experiments of liberal democracy and authoritarianism to the ideological programs of fascism, socialism, and communism. In doing so, they shaped the grand narratives upon which so much of Europe's fractious present now rests. In this volume, European and regional experts analyse trends driving the radicalisation of political Islam as well as the contrary trend of de-radicalisation observed in some countries where Islamist parties have secured democratic political participation. The question underlying the book is whether the ED should engage more specifically with the 'moderate' Islamist parties, and at least recognise radical Islamist movements that achieve democratic electoral success and legitimacy, such as the Palestinian Hamas. Current EU policies are largely negative on both accounts. The conclusions of the book argue for a change in this stance, with a three-dimensional approach: a) to put pressure on incumbent regimes to abandon the repression of moderate Islamist movements, b) to influence the legal and political frameworks regulating social and political participation in a more open way and c) to engage in dialogue with non-violent opposition forces - both Islamist and non-Islamist. This fifth paper focuses on the way Europe approaches the issue of Islamic political movements in the Middle East and North Africa. The key message that emerges from the report is that it is time for Europe to engage with political Islam in this region. Both authors of the main chapters in this report-- one from the Arab world and the other from Europe-- eloquently make the argument that there is no prospect of a credible democratic transformation of the Arab world without the full integration of Islamist movements into the political mainstream.

Book excerpt: This book examines the decade in office of the Justice and Development Party (AKP) and its efforts to transform the Turkish republic toward a more Islamist-oriented system. If it succeeds, Turkey’s dramatic shift will be the most important change in the Middle East power balance since the 1979 Iranian revolution and will have equally devastating effects on Western interests. For more than 80 years Turkey has been ruled by the secular democratic structures created by Kemal Ataturk. Now, however, the rise of the Justice and Development Party (AKP) and its series of electoral victories are creating a new system. Whilst portraying itself as a centre-right reform party, the AKP has been accused of having an Islamist agenda. After almost a decade in power, there is serious evidence that this claim is true. At home, the AKP has been changing basic Turkish attitudes and institutions, from buying up a large portion of the country’s media to revising its laws, and even taking the lead in the writing of a new constitution. Internationally, Turkey has moved away from the West and Israel toward Iran and radical Islamist groups. While its intentions—and ability to fulfil them—are still unclear, the AKP has been leading the most important transformation of Turkey since the formation of the republic after World War I. The question of Islam in Europe is not a matter of global war and peace but raises difficult questions about the positions of Christianity and Islam in public life, and about European identities. Europe's Muslim political leaders are not aiming to overthrow liberal democracy and to replace secular law with Islamic religious law. Those are the positions of a minority. There is not one Muslim position on how Islam should develop in Europe but many views, and most Muslims are rather looking for ways to build institutions that will allow European Muslims to practice their religion in a way that is compatible with social integration.
